Role Overview
We are seeking a highly experienced Permitting Supervisor (Arabic Native Speaker) to join our team. The ideal candidate must possess deep knowledge of Dubai’s municipal regulations and have a proven track record of resolving complex approval bottlenecks through practical experience. Fluency in English or Chinese is highly desirable.
Key Responsibilities
· Permitting Strategy & Coordination:
Manage the full lifecycle of government approval milestones for projects, acting as the primary bridge between the project team and government authorities. Report directly to the Project Director.
· Authority Liaison & Core Approvals:
Independently or in coordination with engineering consultants, drive the approval process with Dubai Municipality (DM). Key tasks include securing Change of Use permits, updating Affection Plans, and obtaining Planning/Building Permits (PD/DD) and final construction permits.
· Waivers & Technical Negotiations:
Draft and submit special waiver applications regarding critical project parameters such as GFA (Gross Floor Area), BUA (Built-Up Area), and Setbacks. Lead the management of Traffic Impact Assessments (TIA) and parking ratio approvals with RTA, as well as fire safety reviews with DCD (Dubai Civil Defence).
· NOC Management:
Orchestrate the acquisition of all necessary No Objection Certificates (NOCs) from utility providers including DEWA (water & electricity), Etisalat/Du (telecom), and adjacent property owners.
Qualifications & Requirements
· Experience: Minimum 7 years of dedicated permitting experience within Dubai’s real estate development sector or a major engineering consultancy.
· Local Network (Critical): Established working relationships and networks within DM (specifically with planning committees in areas like Al Wasl), RTA, and DCD are essential.
· Technical Expertise: In-depth knowledge of Dubai’s land planning regulations, GFA calculation rules, and the practical nuances of the approval lifecycle.
· Language Skills: Native Arabic and Fluent English or Chinese are mandatory. The ability to interpret official Arabic government correspondence and negotiate efficiently with officials is a must.
