Role Overview We are seeking a bilingual professional with a strong background in construction engineering or supply chain management. The ideal candidate will bridge the gap between our Dubai operations and Chinese resources, managing costs and procurement with precision.
Key Responsibilities
· Target Cost Management: Leverage Dubai procurement or cost management experience to calculate and compile comprehensive target cost estimates. This covers the full lifecycle, including basements, main structures, office fit-outs, curtain walls, and MEP systems.
· Tendering & Procurement Strategy: Develop the project contracting plan and lead the tendering process for main contractors and specialized subcontractors. Responsibilities include drafting tender documents, organizing technical presentations, conducting bid evaluations, and leading commercial negotiations.
· Cross-Border Supply Chain Management: Collaborate with the Design Department to directly interface with and evaluate premium suppliers in China for building materials, MEP equipment, and prefabricated construction solutions. Focus on optimizing procurement costs and ensuring strict adherence to delivery schedules.
· Contract Administration & Cost Control: Manage construction stage costs by reviewing progress payments, evaluating the commercial impact of design variation orders (VOs), and handling final account settlements to strictly control construction and installation costs.
Qualifications & Requirements
· Education: Bachelor’s degree or higher in Cost Engineering, Engineering Management, Civil Engineering, or MEP Engineering.
· Experience: Minimum 5 years of commercial and cost management experience in real estate development or major general contracting firms. Must have successfully executed procurement or cost management for office or villa projects in Dubai.
· Technical Expertise: In-depth knowledge of cost benchmarks and critical control points for Dubai-based basement construction, glass curtain walls, MEP, and fit-out stages.
· Language Skills: Fluent in Chinese and English. Must be capable of independently drafting tender documents in English, efficiently managing the complex supply chain between Dubai and China, and communicating effectively with Dubai-based engineering consultants and contractors.
