Job description

The Plan Manager in the Technical Department is primarily responsible for formulating, implementing, monitoring, and optimizing technical plans, construction schedules, and technical management systems for construction projects. This role coordinates with cross-functional teams including engineering, procurement, construction, and quality control to ensure that project technical objectives, schedule requirements, and safety standards are met efficiently. The incumbent will play a key role in promoting technical innovation, improving construction efficiency, and reducing project risks, while ensuring compliance with relevant industry standards, codes, and company policies.


  1. Technical Plan Formulation & Management: Develop comprehensive technical plans for construction projects, including construction technology schemes, process flow plans, technical standard specifications, and quality control plans. Review and optimize technical plans proposed by the project team to ensure scientificity, feasibility, and compliance with project goals and industry regulations.
  2. Schedule Planning & Control: Formulate detailed project construction schedules, break down project tasks, clarify time nodes, and allocate resources reasonably. Monitor the progress of technical work in real time, track the implementation of schedules, identify deviations in a timely manner, and propose and implement corrective measures to ensure that the project is completed on schedule.
  3. Technical Coordination & Communication: Coordinate with internal departments (engineering, procurement, quality, safety) and external parties (design units, supervision units, construction teams, suppliers) to resolve technical problems encountered in the construction process. Organize technical meetings, communicate technical requirements and progress, and ensure smooth information transmission and effective collaboration among all parties.
  4. Technical System Construction & Improvement: Assist in establishing and improving the company’s technical management systems, operating procedures, and technical standards. Promote the implementation of technical systems, conduct regular inspections and evaluations, and put forward improvement suggestions to enhance the standardization and efficiency of technical management.
  5. Technical Innovation & Application: Pay attention to the latest technologies, processes, and materials in the construction industry, organize technical research and pilot applications, and promote the application of advanced construction technologies and equipment to improve construction quality, efficiency, and cost-effectiveness. Summarize technical experience and form replicable technical achievements.
  6. Risk Management & Control: Identify potential technical risks in project construction (such as technical defects, construction safety risks, and schedule delays), formulate risk prevention and control plans, and take timely measures to mitigate risks. Participate in accident investigation and analysis related to technical issues, and put forward preventive and corrective measures.
  7. Team Management & Training: Lead and manage the technical planning team, arrange work tasks, conduct performance evaluation, and provide guidance and training to team members to improve their professional skills and work efficiency. Cultivate the team’s awareness of technical compliance and innovation.
  8. Documentation & Reporting: Sort out and manage technical documents, construction records, schedule reports, and other related materials, ensure the completeness, accuracy, and traceability of documents. Submit regular technical plan implementation reports, schedule progress reports, and other documents to the Technical Director, and provide data support for decision-making.
