Job Purpose

This role is responsible for providing support in performing procurement activities in consistent of procuring goods and services to end-users consistent with existing procedures and policy in a cost effective and professional manner to protect Company interests. The job holder participates in supplier certification / pre-qualification, registration and searching for new Suppliers/Contractors. They will issue the Purchase Order or Letter of Award to the suppliers, tender materials/services requests and identify suitable sources for award recommendation. They follow up and support in resolving invoicing, deliveries issues & customs with business users and Account Payables. The job requires processing of Purchase Order in the system and conduct analysis of the procurement for business units.
 




Principal Accountabilities

Policy and Procedures:
Make awareness of, and performs in accordance with the Company's established Procurement & Contracts policies and procedures.
Procurement Data Analysis and Market Research:
Provides support to the procurement team with statistical data / analysis and help them to continually seek new sources of goods and services by monitoring local market.
Development of Logistics and Expediting :
Analyses the delivery dates and place of shipment with a view for prioritising the shipments based on the projects/ shutdown needs.
Arranges customs clearance and local transport with the associated Logistics partner.
Preview Catalogues and Keep Informed:
Previews product catalogue, trade journals and publications in order to maintain an updated and sufficient technical knowledge of the goods and services to be purchased.
Vendors Registration and Pre-qualification :
To assist in executing and completing relevant formalities, reviewing submitted documents, coordinate with technical coordinators, including site/audit visits and recommend for necessary Vendors Registration and pre-qualifications.
Co-ordination with Suppliers:
Responds to suppliers' queries in term of clarifications on purchase orders, goods receipt notes and payments.
Follows up with the vendors for expediting the deliveries Contracts Awarding, Execution & Renewal:Support Contracts Management process by approaching end-users and vendors, to identify the appropriate action, preparing necessary documentation, follow-up on approval & signature and maintaining an updated lists/records of Contracts for monitoring purposes.
Procurement Activities:
Consolidate Purchase Requisitions for Warehouse Replenishments, obtain quotations from the market, work with the business team in finalizing the evaluation and securing approvals as per procedures & policies. Issuance of PO in the system.
Assistance to Superiors:
Performs related duties as assigned by superiors to enable achievement of company's targets and programs.
Development of Systems:
Carries out studies towards the simplification of work procedures through process redesign and automation. Co-ordinate with IT in developing new reports to enhance data analysis capability for P&C and involve in testing of system/oracle in case of any system upgrade.
Management System (Quality, Environment, Health and Safety):
Complies with all relevant ENOC Management System procedures in respect to Quality, Environment, Health and Safety.
 




Additional Principal Accountabilities

Experience

Minimum Requirements
Higher Diploma in a relevant subject from accredited institution.
2 - 3 years direct and relevant experience in a procurement function within and oil/gas or petrochemical industry
Skills:
Knowledge of internal processes, standards, policies and procedures Professional and Technical Expertise
Ability to communicate effectively in written and spoken English
Ability to operate standard computer software applications
Knowledge of basic finance
Knowledge of technical terminology in use at process plants (Process Knowledge) Knowledge in supply logistics
