Job description

JOB PURPOSE


The jobholder is responsible to perform the panel and field operations for the Polyethylene Plant in Borouge’s


Ruwais Complex to ensure adherence to Borouge’s HSE requirements and maximizing plant yield and to meet


the required operations’ target, specifications and quantities.


This role includes; operating, monitoring and controlling the assigned units of the plant, while complying with


the safety, operation and condition of an assigned operating area including all equipment, right product quality,


maintaining all equipment in proper operating condition, and reporting any anomalies noted to the Shift


Supervisor.


KEY ACCOUNTABILITIES


Job Specific Accountabilities


Safety Compliance


 Participate the departmental safety, health and housekeeping meetings, plant inspection tours and to


ensure proper implementing of Borouge’s policies in safety, health, and environment.


 Adhere to all safety, fire and security rules and regulations, including the use of protective clothing and


equipment to ensure that all personnel working in his area comply with safety procedures.


 Foster collaboration and compliance to Operations and HSE policies and procedures


 Carry out assigned Operational work safely to assigned standards in line with Standard Operating


Procedures (SOP’s).


 Log operating incidents and discuss incidents with the Supervisor to ensure efficient running of the operating


units.


Panel Operation


 Operate, monitor and control the assigned work area safely & efficiently, to achieve target plant yield without


any hydrocarbon loss and within emission limits, and ensure effective hand-over on shift changes.


 Monitor control panel, diagnoses abnormal situations, initiates operational adjustments and maintains a


continuous check on the operating plants.


 Take reading of essential instruments to ensure that equipment is operated within the specified parameters


and limits.


 Record and report serious operational deviations to the supervisor and takes immediate remedial corrective


actions.


 Supervise and perform the alterations of speeds, temperatures, pressures and flow rates as necessary for


adequate control of operations during start-ups, shutdowns and emergencies.


 Ensure that all capabilities of the Integrated Control System are fully utilized to improve plant efficiency,


product quality and safety.


 Review and analysis outside log sheet readings at regular intervals with control room instrumentation to


make sure that they correlate.


 Verify the operations of rotating and stationery plant equipment to ensure proper functioning.


Quality Interface


 Ensure integrity functional tests, change over routines and other scheduled verification tasks are completed


efficiently and maintain the appropriate records & documents.


 Review on-line analysers and laboratory results and makes the necessary fine-tuning of the control panel


instruments or guides field operators to do necessary fine-tuning to ensure that products meet the specified


quantities and qualities.


 Ensure that normal and extra quality control and environmental samples are taken according to instructions


and ensures that all samples are registered to LIMS system.


 Keep the Shift Supervisor fully advised on all related aspects and obtains guidance when necessary.


Field Operation


 Operate electronic, computerised, and critical instruments on plant control panel governing the operation of


highly complicated process and non-process operating units, such as furnaces, boilers, compressors,


turbines, utilities, flare systems, purification, distillation, reactors, air separation, hydrogen purification,


waste water treatment, storage areas.


 Operate related machinery and equipment safely and efficiently as per Company’s standards and


instructions to ensure optimize plant operations by aiming to Best Demonstrated Rate safely and cost


efficiently, and minimized flaring in all conditions


 Accept shift from off going Senior Operator / Operator with detailed log sheet of operational adjustments


and changes during previous shift and hand-over job and completed own log sheet in an orderly and efficient


manner to incoming Senior Operator / Operator.


 Ensure that chemicals to be used in the respective area are of the correct type, add various chemicals,


prepare solutions, adjust and monitor dosing rates as specified while following all HSE procedures and


rules.


Emergency Readiness & Response


 Operate plant start-ups, shutdowns and emergencies e.g. by controlling the alterations of speeds,


temperatures, pressures and flow rates as necessary.


 Restore the Plant to normal operating conditions safely and efficiently once the situation is normalized.


Discuss all accidents, incidents and near misses with Supervisor and fellow Operators in order to avoid


recurrence.


 In case of emergency situation, take appropriate actions as per emergency procedures and contingency


plans. Safely shut down the affected Plant partially or totally.


 Maintain communication with Shift Supervisor, Emergency Control Centre, Fire Control Centre, and Fields,


ADNOC Refinery and ADNOC Gas and any other agency as per the emergency situation.


 Participate in the emergency drills and make proposal for the improvement areas.


 Implement the emergency procedures as dictated by the circumstances.


Operating Condition


 Supervise and carry out routine checks on equipment for abnormalities in order to arrange for service and


repair to ensure the maintenance of assigned area in clean and tidy conditions.


 Control and contain plant upsets and prevent minor emergencies escalating, maintaining clear


communication and coordination with other units of the plant, Company’s sites & neighbouring plants.


 Carry out first line maintenance and calibration routine tasks.


 Prepare and review the plant and equipment for maintenance to ensure accurate and proper functioning


and in synchronization with other equipment and plant.


 Take timely remedial actions in case of process alarms or plant upsets due to instrument/equipment failure,


ensuring safety of plant & personnel.


 Report to Shift Supervisor and work in accordance with standard operating procedures and specialised


technical standards. Keep Shift Supervisor updated of developments.


 Initiate work request for maintenance in case of equipment or instrument failure in co-ordination with Field


Operators & Shift Supervisor.


 Follow-up work permits, take equipment and instruments out of service for maintenance and to take back


in service after maintenance intervention.


QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS


Minimum Qualification


 Diploma in Technical Disciplines, or equivalent qualifications.


 Good knowledge of English – Spoken and written


 HSE Foundation Training, as per Borouge Learning & Development


 Distribution Control System (DCS) Certification in Borouge.


Minimum Experience & Knowledge & Skills


 Minimum of 3 – 5 years of total experience in technical occupations.


 Minimum of 6 years’ experience in plant operations for Oil & Gas / Petrochemical (for secondary school)


 Good communication and team player


 Basic knowledge of computer applications; Microsoft, internet explorer, etc.
