Job Purpose
The Senior Estimator – O&M / Facilities Management leads the development of accurate, competitive, and commercially sound pricing models for service-based Operations & Maintenance (O&M), Hard FM, and Soft FM bids. The role is responsible for building fully compliant cost models aligned with client scope requirements, technical solutions, and profitability targets across long-term maintenance, asset management, and FM service contracts.
Key Responsibilities
- Develop O&M/FM Pricing Models: Prepare detailed cost estimates for Hard FM (MEP systems maintenance, asset replacement, lifecycle), Soft FM (cleaning, security, landscaping, catering, waste), and integrated FM scopes.
- Resource-Based Costing: Build resource models based on manpower, skill sets, service frequencies, equipment, spare parts, consumables, subcontracted services, and third-party suppliers.
- Lifecycle & Asset Management Costs: Incorporate lifecycle replacement schedules, planned preventive maintenance (PPM) regimes, corrective maintenance costs, and asset degradation curves.
- Risk Analysis: Identify commercial, operational, and delivery risks across long-term service contracts; propose appropriate risk provisions.
- Collaborate with Technical Teams: Work closely with Technical, FM Operations, Procurement, and Supply Chain teams to validate costing assumptions, supplier pricing, service models, and operational delivery plans.
- Market Intelligence: Conduct ongoing market research on FM service pricing, wage structures, material costs, equipment pricing, and subcontractor rates across KSA/GCC markets.
- Pricing Strategy: Formulate competitive commercial strategies that balance price competitiveness with profitability and delivery risk.
- Cost Library Development: Build and maintain an FM/O&M pricing database including labour norms, material costs, productivity benchmarks, and resource standards.
- Post-Bid Support: Lead pricing clarifications, BAFO submissions, and commercial negotiations as required.
Skills & Qualifications
Education:
- Bachelor’s degree in Engineering (Mechanical, Electrical, Facilities Management, or relevant field).
- Commercial qualifications or FM-specific certifications (IFMA, IWFM) are advantageous.
Experience:
- 7+ years of experience in O&M / FM estimation and pricing.
- Direct experience with Hard FM, Soft FM, Total FM and asset-based maintenance contracts.
- Previous involvement in both public sector and private sector FM bids highly desirable.
Expertise:
- Deep understanding of O&M/FM delivery models including manpower planning, service frequencies, OEM support, supply chain management, and subcontractor coordination.
- Proficient in resource-based and output-based costing methodologies.
- Familiarity with SLA/KPI-driven performance-based contracts.
