Job Purpose
The Proposal Manager leads the full proposal development lifecycle for both Construction (Building) and Infrastructure (Civil & Utilities) projects. The role is responsible for preparing compliant, high-quality, and technically robust proposals that align with client requirements, scoring criteria, and the company’s bid strategy. Combining professional writing with a strong construction engineering background, the Proposal Manager collaborates across technical, commercial, and operational teams to deliver client-focused, competitive submissions.
Key Responsibilities
- Manage end-to-end proposal development for a range of Construction and Infrastructure projects, including buildings, civil works, utilities, transport, industrial facilities, and EPC turnkey schemes.
- Lead proposal planning: develop proposal schedules, conduct kick-off meetings, allocate responsibilities, monitor progress, and ensure timely delivery.
- Act as lead proposal writer for core technical and commercial narratives, producing high-quality, client-focused content that explains complex construction methodologies, delivery approaches, resource plans, and project execution strategies.
- Interpret and analyse client RFPs, specifications, drawings, and tender documentation to ensure full compliance and responsiveness in bid submissions.
- Work closely with Estimators and Subject Matter Experts (SMEs) to gather input, validate solutions, and translate technical content into clear, persuasive narratives.
- Structure proposals to align with client evaluation frameworks, scoring models, and bid strategies to maximise technical scoring.
- Oversee proposal compliance checks, internal management reviews, and ensure final proposal submission is complete, accurate, and fully aligned.
- Build and maintain a comprehensive proposal content library, including reusable narratives, templates, compliance matrices, and technical solution descriptions.
- Lead lessons-learned reviews post-submission to continuously improve proposal quality and internal processes.
- Maintain adherence to internal proposal management standards and quality control processes across all submissions.
Skills & Qualifications
Education:
- Bachelor’s degree in Civil Engineering, Construction Management, or related technical discipline.
- Additional training or qualifications in Business, Technical Communication, or Proposal Management (APMP, Shipley, etc.) are advantageous.
Experience:
- 7+ years in proposal management and writing for Construction and Infrastructure bids.
- Strong exposure to both vertical (buildings) and horizontal (civil, infrastructure, utilities) projects.
- Experience managing multi-disciplinary bid teams across technical and commercial functions.
Expertise:
- Advanced technical writing skills with the ability to convert complex construction methodologies into clear, client-friendly proposal content.
- In-depth understanding of delivery models including EPC, Design & Build, Lump Sum Turnkey, and/or Performance-Based Contracts.
- Familiarity with international bidding standards and client evaluation processes (KSA, GCC, Middle East experience highly desirable).
- Full understanding of proposal compliance structures, scoring matrices, and bid strategy alignment.
