Lead the tendering and, if awarded, the end-to-end project management of 132 kV overhead transmission lines (OHTL) and associated substations in Basra.
Electrical engineering background preferred; proven experience in electrical project management for OHTL is strongly preferred.
Pension Plan Paid Time Off Training & Development 1) Tendering & Pre-Award Lead full tender development: compliance matrix, technical methodology, work program, organization chart, QA/QC & HSE frameworks, pricing structure, commercial qualifications/assumptions.
Manage pre-bid meetings, site visits (Basra), RFI/RFQ/clarifications log, and bid bonds/insurances as applicable.
Coordinate with potential JV/partners/subcontractors; ensure alignment with Iraqi MoE specs and Project Company (TotalEnergies) requirements.
Validate BoQs, quantities, and construction approach (foundations, tower erection, stringing, OPGW, substation interfaces).
2) Planning, Controls & Risk Build integrated baseline (schedule/cost/scope) in P6 or MS Project; WBS, resource & cost loading, S-curves, histograms.
Establish performance management: progress measurement rules of credit, EVM (CPI/SPI), dashboards.
Maintain risk register (qualitative/quantitative), scenario analysis, mitigation/contingency tracking, opportunities register.
Set up change control (CCB), trends, and forecasts; manage early warnings.
3) Engineering & Design Management Coordinate design reviews/constructability checks for OHTL (132 kV) and substation packages; resolve IFC gaps via RFIs.
Oversee line route validation, survey inputs, geotech/soil resistivity, tower spotting checks, and foundation selection logic.
Interface with protection, SCADA/telecom (OPGW), and grid code requirements for tie-in.
4) Procurement, Logistics & Expediting Develop procurement plan for long-lead items (towers, conductors, insulators, fittings, OPGW, hardware, equipment).
Vendor pre-qualification, technical evaluations, inspection & test plans at source, expediting, and delivery tracking.
Plan logistics to Basra/site (customs, Incoterms), warehousing, and preservation.
5) Construction & Site Management Approve/oversee Method Statements, ITPs, WIRs; set hold/witness points.
Resource planning: crews, equipment, access roads, temporary works, traffic management, and right-of-way/permits.
Monitor productivity and daily progress; unlock constraints (permits, materials, access, outages).
6) Stakeholder, Interface & Communications Lead interfaces with Client/Owner’s Engineer, EPC, suppliers, MoE/Dispatch/Transmission Directorate for outages & energization.
Run weekly progress/coordination meetings; issue MoMs and action trackers.
Maintain a lean communication plan (RACI, reporting calendar, escalation paths).
7) HSE Leadership Enforce PTW/LOTO, JSA/HIRA, work-at-height, lifting plans, electrical hazards, weather/wind constraints, heat-stress controls.
Own emergency response drills, incident/near-miss reporting and lessons learned; align with TotalEnergies HSE standards.
8) QA/QC & Technical Assurance Implement project QA plan; manage NCRs/corrective actions to closure timelines.
Ensure material traceability; witness sag & tension, tower plumb/torque checks, earthing resistance tests, accessories inspections.
Coordinate FAT/SAT for critical equipment and maintain test dossiers.
9) Commercial & Contract Administration Administer contract correspondence, notices, and records (FIDIC-style principles if applicable).
Track milestones, certify progress, manage invoices, retention, and claims/EOT substantiation when justified.
Maintain assumptions/qualifications and deviations log (tender & execution).
10) Reporting & Digital Delivery Produce weekly dashboards and monthly reports (progress, cost, risks, changes); keep a live constraints/risk/action register.
Govern document control (Aconex/SharePoint or equivalent), submittals/transmittals logs, and as-built records.
11) Testing, Commissioning & Handover Coordinate T&C plans for OHTL and substations; outages/energization sequencing with MoE.
Manage punch-list through closure; compile handover dossiers (as-builts, ITPs, test certificates, O&M manuals, spares).
Support PAC/FAC and warranty/DLP management.
12) Team Leadership, Mobilization & Handover Plan mobilization and overlap between foreign/local experts; define responsibilities and knowledge-transfer steps.
Develop competency/training plans for site engineers and coordinators; ensure continuity across phases.
Qualifications Required: Strong background in project management; Electrical Engineering preferred .
Experience: Demonstrated PM experience on OHTL (132 kV or higher) ; substation experience strongly preferred.
Regional experience: Middle East required; Iraq preferred.
Certifications: PMP/PMI-SP/PMI-RMP (or equivalent) preferred.
Tools: Primavera P6 or MS Project; solid Excel/PowerPoint; familiarity with QA/QC (ITPs), HSE systems, and contract/admin procedures.
Languages: English (fluent for reporting/meetings); Arabic desirable.
