Responsibilities

Our newest opportunity is for a talented Senior Utility Manager to join our team on a secondment basis, supporting our client based in Abu Dhabi, UAE.
This position is responsible for leading the technical review, coordination, and approval of all utility and infrastructure components
across the clients’ master-planned developments.
The role ensures that third-party submissions related to water, wastewater, stormwater, irrigation, power, telecom, gas, and district cooling
networks comply with the clients’ development standards, the Department of Municipalities & Transport (DMT) regulations, and utility authority requirements.


We envisage success in this role to include;


Core Responsibilities:


  • Review utility master plans, capacity assessments, demand calculations, and detailed network designs submitted by developers to ensure compliance with utility authority standards and the clients’ infrastructure strategies.
  • Evaluate submissions related to water supply, firefighting networks, irrigation, sewerage systems, storm drainage, district cooling, power supply, telecom infrastructure, and gas networks.
  • Verify that proposed utility networks integrate seamlessly with existing and planned the clients’ infrastructure, ensuring proper connectivity, redundancy, and resilience.
  • Issue Master Developer/Owner utility NOCs for authority submissions, consolidating comments from planning, infrastructure, environmental, and operations teams.
  • Assess the feasibility of proposed utility loads, connection points, and diversions, and coordinate requirements with ADDC, ADSSC, Transco, Etisalat, Du, and other utility providers.
  • Review utility corridor designs, right-of-way requirements, allocation of dry and wet utility corridors, and cross-sectional layouts to ensure safe and efficient utility distribution.
  • Support plot-level applications involving utility connections, diversions, relocation works, or additional load requests.
  • Participate in technical meetings with developers, consultants, and authorities to resolve comments, clarify compliance issues, and expedite approvals.
  • Ensure that infrastructure designs consider long-term operations, maintenance access, safety standards, and capacity for future expansion.
  • Maintain accurate records of approved load allocations, utility capacities, network updates, and ongoing infrastructure commitments.
  • Prepare technical reports, review summaries, authority submission letters, and utility correspondence.
  • Stay up to date with utility authority regulations, infrastructure design standards, and new technologies relevant to industrial and mixed-use developments.

Tools & Visualization Capabilities:


  • Proficient in infrastructure design tools and modelling platforms such as AutoCAD, Civil 3D, hydraulic modelling software, GIS, and other utility analysis tools.
  • Able to evaluate hydraulic calculations, load schedules, manhole layouts, pipe sizing, voltage drop analyses, and utility corridor configurations.
  • Capable of preparing quick sketches, utility layouts, and mark-ups to support design reviews and coordination meetings.

Consultant Oversight & Management:


  • Coordinate with multi-disciplinary utility consultants covering water, wastewater, power, telecom, gas, stormwater, and district cooling systems to ensure integrated and compliant design outputs.
  • Manage review cycles from concept through detailed design, ensuring that consultant deliverables meet the required timelines, quality standards, and regulatory requirements.
  • Facilitate technical workshops with consultants, contractors, internal teams, and authorities to address utility conflicts, align infrastructure strategies, and finalize approvals.

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 15 years work experience partnered with a Bachelor's degree in Civil Engineering, or Electrical Engineering, or Utility Engineering.
Master’s Degree is preferred but not mandatory.

  • Strong experience with wet and dry utilities master planning.
  • Knowledge of ADDC, ADSSC, Transco, Etisalat, Du requirements.
  • Ability to assess utility capacity, load demand, and future expansion.
  • Strong coordination with authorities and consultants.
  • Well versed with tools such as AutoCAD, Civil 3D, and Utility Modelling Tools
