Position Overview:
The QA/QC Manager will be responsible for leading and managing all Quality Assurance and Quality Control activities across the project, ensuring full compliance with the approved Project Quality Plan (PQP), Quality Management System (QMS), and applicable international standards. The role requires strong leadership, technical expertise in MEP works, and the ability to coordinate with multiple stakeholders across complex infrastructure projects.
Key Responsibilities:
Develop, implement, and maintain the Project Quality Plan (PQP) and all associated quality documentation.
Lead and manage all QA/QC activities (on-site and off-site) in alignment with project requirements and QMS.
Conduct internal audits to ensure compliance of site teams with quality procedures and standards.
Perform second-party audits for subcontractors and suppliers to ensure adherence to quality requirements.
Ensure all inspections, testing, and documentation are executed as per contract specifications.
Review and monitor all technical submittals prior to submission.
Coordinate quality-related matters between design, construction, and site teams.
Act as the main point of contact for all quality-related communication with Client, PMC, and stakeholders.
Lead quality interface coordination across contractors, subcontractors, and consultants.
Provide guidance, training, and awareness sessions to project staff on QA/QC procedures and responsibilities.
Ensure readiness and proper response to audits conducted by Client/PMC (e.g., DGCL).
Drive continuous improvement in quality processes and ensure compliance with international standards.
Perform any additional duties required to ensure full implementation of project quality objectives.
Authority & Reporting:
Reports directly to Contractor’s Corporate Management.
Holds full authority to represent the contractor in all quality-related matters upon approval.
Qualifications & Requirements:
Education:
Bachelor’s Degree in Engineering (Electrical / Mechanical / MEP preferred).
Experience:
Minimum 15 years of experience in QA/QC, including managerial roles.
At least 5 years of experience in Spine & Utility Tunnels / MEP Fit-out projects.
Experience in mega projects such as Diriyah, Qiddiya, NEOM, or similar is highly preferred.
Certifications:
ISO 9001:2015 Lead Auditor (CQI-IRCA certified).
Registered with Saudi Council of Engineers (SCE).
Technical Competencies:
Strong knowledge of QMS, QA/QC procedures, and audit processes.
Proficient in Aconex and construction project management systems.
Deep understanding of MEP systems, materials, and testing procedures.
Familiar with international standards such as:
SMACNA, ASME, ASHRAE, ASTM, API, NFPA, IEC, IEEE, IBC, SASO, SEC
Skills:
Excellent leadership and team management skills.
Strong communication skills (English – written & spoken).
Ability to manage multiple stakeholders in complex environments.
Strong analytical and problem-solving capabilities.
Additional Requirements:
Full-time on-site presence is mandatory.
Ability to manage and lead the QA/QC team effectively across all project phases.
