Job description

RESPONSIBILITIES:
1) Develop and oversee the implementation of corporate crisis and emergency management plans/programs and assist business units with preparation of ERPs and bridging documents with Contractors and third parties.
2) Provide solutions & technical support to Crisis Management Team (CMT), Emergency Management Teams (EMTs) and Upstream/Downstream Plant Emergency Response Teams (PECT).
3) Design, direct and maintain all emergency response facilities and systems including updates of procedures and plans in the company, in addition to ensuring all responsible custodians perform weekly checks of their responsible centers.
4) Review emergency management and response equipment maintenance schedules to ensure the effectiveness of programs including the upgrading of hardware for CMC and EMCs
5) Arrange, develop, and deliver emergency response and crisis management training and awareness packages to Crisis Management team, Emergency Management teams, Plant Emergency Control teams, HR Emergency Support Teams, Crisis Communication teams, Relative Response and Media Response teams to ensure the level of readiness and response is adequate.
6) Maintain Emergency Training Database to ensure training records are available in the system and timely training is arranged for all personnel with emergency response duties.
7) Ensure all emergency rotations, roaster, and emergency contact lists are in place and up to date for all emergency duty teams and well managed by responsible custodians.
8) Facilitate and develop external emergency management / response support and relationships, with respect to the expectations of the local community, civil authorities, and major stakeholders, by actively engaging such parties and developing mutual aid, assistance, and cooperation
9) Provide emergency response inputs to risk studies such as HAZOP, QRA, & HAZID and assist in Business Continuity Plans preparation, and their implementation, testing and updates in liaison with the Risk & Quality Department.
10) Prepare regular reports on progress, emergency preparedness, losses, failures, achievements, tracking of actions/observations, lessons learned and trending, expectations for the future, management information and decision making.
11) Lead and support with accident and incident investigations, as required, using and industry standard methods and tools.
12) Provide advice to Facility Management and HSE&S teams on facilities’ emergency response arrangements and evacuation procedure. Assist in preparation and running evacuation exercises at DEL Towers & Accommodations in coordination with Security & Administration, where necessary.
13) Participate & represent in all External Meetings with Shareholders, NCEMA, and Authorities for Crisis/Emergency Response Management as well as working in ensuring alignment with approved Emergency Management systems and procedures such as IMS, Istijaba, A7S, Offshore Muwahhad
14) Ensure Compliance with the Energy CHSE&S Management System.
15) Ensure Emergency response and Crisis systems meet regulatory requirements and applicable standards for both Qatar and UAE and Best Industry Practices.
16) Ensure adequate Floor Wardens are assigned at DEL Towers. Provide required trainings and competency assessment to hold their new role and chair regular Emergency Response meetings with the assigned Floor wardens.
17) Responsible for mobilization of all necessary departmental resources in case of an emergency to support company response. Ensure that adequate department staff are available and nominated to company Emergency Response Teams, including ensuring critical personnel contact numbers are updated 3 of 5 Crisis & Emergency Response Management Specialist
18) Oversee the effectiveness of office evacuations (planned/unplanned) and ensures procedures are done in a high aspect.
19) Verify on regular basis all emergency equipment in all emergency premises. Liaise with the IT team to rectify and improve the equipment and processes should any issues arise.
20) Perform & participate in the audit of emergency and crisis facilities in coordination with the Compliance and Governance section.
21) Prepare all documentations relating to the Crisis/Emergency Management system and ensure its regular updates are conducted and coordinated with other relevant business units, as required
22) Identify and Develop applicable Major Incident Scenarios to be considered in the development of drills and exercises.
23) Conduct regular emergency/crisis management related drills/exercises & debriefs as per the approved plan & schedule to ensure effectiveness and adequacy of existing plans, strategies, and readiness of Emergency teams & centers.
24) Monitor, measure, analyze, and evaluate overall performance of the Crisis & Emergency Management system and advice management of actions needed to improve compliance and / or achieve related objectives.



QUALIFICATIONS & EXPERIENCE:
• Minimum Educational Requirements / Qualifications:
Bachelor’s degree in Engineering, Science, or relevant discipline.
Certification from recognized institutes and or professional organization



• Minimum Experience:
8 to 10 years relevant experience in business continuity and emergency management, including at least 4 years in positions of progressively increasing managerial responsibilities.



WORK SCHUDULE:
• 8hrs – 5 days/week



LOCATION:
• Doha – Qatar
