Job :

We are looking for a dynamic, competent, and highly professional General Services Manager (M/F) to join the Technical and General Resources Department at UIR Hospital.
Your main tasks will focus on the following areas:




Strategic management of general resources



  • Define and implement the general resources policy
  • Structure and organize support services
  • Ensure quality of service for internal users
  • Manage overall service performance

Management of service providers and contracts



  • Manage all outsourced service contracts
  • Ensure contractual monitoring (quality, commitments, penalties)
  • Evaluate service provider performance using KPIs
  • Participate in service provider selection
  • Manage non-conformities and disputes

Establishment security



  • General security (safety)

  • Manage the overall security system of the establishment (guarding)
  • Supervise access control systems (rights management, badge setup and issuance)
  • Supervise the operation of the video surveillance system
  • Ensure the safety of people, property, and access within the establishment
  • Define and enforce security procedures and access rules


Fire safety




  • Define and manage the establishment's fire safety policy
  • Manage and supervise the existing fire safety system (FSS, equipment, and organization), ensuring its proper functioning, maintenance, and regulatory compliance
  • Schedule and monitor regulatory controls and periodic verifications
  • Ensure the qualifications and authorizations of the teams involved are compliant
  • Coordinate interventions in case of incidents or emergencies

Registry management



  • Supervise incoming and outgoing mail management
  • Ensure traceability and smooth flow of documents
  • Implement management and archiving procedures

Transport and mobility management



  • Staff transport

  • Organize and supervise staff transport solutions
  • Optimize costs and routes
  • Ensure quality of service

  • Vehicle fleet

  • Manage the fleet, ensuring its proper functioning, maintenance, and optimization
  • Optimize operating costs

General services, infrastructure, and service continuity




  • Manage general services (cleaning outside biomedical areas, outdoor spaces, green spaces) ensuring quality, compliance, and cost optimization
  • Optimize and supervise infrastructure and spaces (roads, parking lots, buildings, landscaping) ensuring safety, accessibility, and regulatory compliance
  • Ensure the continuity of support services (24/7) by managing maintenance, anticipating risks, and coordinating interventions

Required profile :
  • Master's degree (Bac +5) in Industrial Engineering, Maintenance, Building, or equivalent
  • Experience of 3 years or more in a similar role
  • Proficiency in logistics systems (GMAO, ERP)
  • Basic knowledge of regulations and standards applicable to safety (fire and security)
  • Data analysis and performance management through indicators
  • Management of service providers and contracts

  • Knowledge of the constraints of the hospital sector
