Job Overview/Summary:

The Grants and Compliance Lead is responsible for overseeing the management, compliance, and reporting for all grants received from various international donors, including but not limited to the United Nations (UN), European Union (EU), Foreign, Commonwealth & Development Office (FCDO), U.S. Government (USG), Japan International Cooperation Agency (JICA), and others. This role requires an in-depth understanding of donor regulations, policies, and compliance frameworks to ensure that all projects are implemented in accordance with both internal and external guidelines.

The Regional Grants and Compliance Lead will provide support across all stages of proposal development, grant management, project implementation, and reporting. The role also includes conducting spot checks and providing advice and guidance to program teams on regulatory and compliance matters.


Key Responsibilities:


Grants Management & Compliance:

• Ensure compliance with donor regulations and requirements, including those from the UN, EU, FCDO, USG, JICA, and other funding agencies.

• Provide oversight on the development and execution of grant agreements and contracts, ensuring all requirements are incorporated.

• Advise on and help design strategies and systems to ensure the proper financial and operational management of grants.

• Ensure that grant-funded projects are executed within scope, timeline, and budget while maintaining compliance with donor rules and regulations.

• Maintain an up-to-date knowledge of donor compliance rules and help interpret and apply these rules to all phases of grant management.


Proposal Support:

• Assist with the development of grant proposals by ensuring that all proposals comply with donor guidelines and regulations.

• Provide technical assistance in identifying eligible funding opportunities from different donors and guiding project teams through proposal development.

• Support the creation of budgets, ensuring proper alignment with donor regulations and requirements.

• Collaborate with programmatic teams to ensure clear, accurate, and compliant reporting on proposal submissions.


Monitoring & Reporting:

• Oversee and ensure timely and accurate submission of financial and narrative reports to donors.

• Review and track compliance with internal and donor reporting timelines and requirements.

• Ensure that reports are complete, accurate, and meet the expectations of donors.

• Assist in the design and implementation of monitoring and evaluation frameworks that ensure grant compliance.


Internal Spot Checks

• Conduct spot checks, regular audits, and reviews of project activities to ensure compliance with grant conditions.

• Identify and flag any potential issues of non-compliance and work with relevant teams to develop corrective action plans.

• Prepare and lead internal audits, ensuring compliance with both internal standards and donor expectations.

• Facilitate external audits, coordinating with external auditors and ensuring compliance with donor audit requirements.


Capacity Building:

• Conduct training sessions for staff and partners on compliance with requirements, donor rules and regulations, and best practices in grant management.

• Provide technical advice and guidance to project teams regarding compliance, financial management, and donor requirements.

• Act as the primary point of contact for donor compliance-related inquiries from staff, ensuring clear communication and understanding.


Relationship Management:

• Develop and maintain strong relationships with key donor representatives and external stakeholders.

• Ensure the organization's adherence to any additional donor requirements related to compliance, financial reporting, and project monitoring.

• Collaborate with finance and program staff to ensure the effective management of grants.
