Programme Analyst, Population and Development Analysis, NOB, Kyiv, Ukraine (FTA)

The Position:

The Programme Analyst position based in Kyiv assists in the analysis and assessment of relevant demographic and population trends, guiding and facilitating the delivery of UNFPA’s programmes in Ukraine. You will report to the UNFPA Demographic and Resilient Analyst in the UNFPA Ukraine Country Office.

Job Purpose:

UNFPA’s new Ukraine Country Programme (2025–2029), reflects a strong nexus approach, bridging immediate humanitarian response with recovery and long-term development. The new Country Programme focuses on human capital development, demographic resilience, and modernization of the national statistical system - delivering practical, sustainable solutions that strengthen national systems and improve people’s lives. This positions UNFPA to address urgent needs today while contributing to sustainable systems strengthening and resilience for long-term recovery.

Working within the Country Office environment, you will ensure the effective management of UNFPA activities in the areas of Population and Development. 
 

You would be responsible for:

• Participates in the identification and formulation of the country programme and component projects on population and development and other areas within the Country Programme by compiling and analyzing information in the subject area including Common Operational Data (COD) sets for humanitarian response, the collection and preparation of tables and statistical data.
• Drafts concept notes/project proposals in the area of Population and Development.
• Implements initiatives in the area of Population and Development including the cooperation with local stakeholders (public and civil society) and supervision of work consultants.
• Evaluates project and programme activities, establishing and implementing mechanisms.
• Programme Analyst Population and Development systematically assesses the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports in the area of Population and Development. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
• Coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs.
• Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination. 
• Evaluates project and programme activities, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
• Analyses and interprets the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention. 
• Analyses policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
• Supports senior officers in the establishment and maintenance of partnerships with implementing partners, government counterparts and other UN agencies to facilitate timely and efficient delivery of UNFPA activities including in the humanitarian settings.
• Assists the Programme Coordinators to analyze the political, social and economic environment relevant to UNFPA programme activities, and pursuing opportunities for UNFPA assistance and intervention. 
• Works with the Monitoring and Evaluation Team to capture lessons learned and best practices for future planning
• Provides data, information and evidence to the Head of Programme, External Relations to support the Country Representative in advocacy and resource mobilization,
• Undertakes any other duties requested by the supervisor or the Representative.

Qualifications and Experience: 

Education:  

• An advanced university degree (Master’s degree or equivalent) in the quantitative social  sciences, such as economics, statistics, demography, public policy, sociology, or related  discipline. 

Knowledge and Experience: 

• At least 2 years of experience in data collection, analysis, visualisation, dissemination,  database management and research within an academic or development institution in an international setting 
• Knowledge of methodologies in population statistics and population surveys
• Strong competencies in the use of statistical programming packages.
• Knowledge of demographic estimation methods and statistical techniques for  population data completeness and quality assessment, processing, and analysis using a  variety of data sources.
• Experience in identifying, synthesising, and utilising government administrative data  sources 
• Familiarity and/or experience working with refugee and internal displacement data from  international humanitarian settings is an asset 
• Experience in writing and publishing analytical articles is an asset 
• Ability to provide advice and guidance on the analysis, interpretation and application of data from incomplete and deficient population/demographic data is an asset
• Strong interpersonal communication skills 
• Familiarity with the UN system is desirable 

Languages: 

• Fluency in English and Ukrainian.
