Mohammed Bin Rashid Library was established by law no.14 in 2016 in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to develop a knowledge society in Dubai and the UAE. As one of the most ambitious cultural and intellectual initiatives in the Arab world, the library's design was inspired by the 'Rehal', the traditional wooden book rest.


The Library aims to spark a passion for knowledge throughout UAE society, especially the youth, in addition to the conservation and promotion of Arabic literature, culture, and heritage by supporting and promoting reading, research, creativity, and entrepreneurship. Therefore, the Library offers free access to a unique collection of books and other knowledge resources.

  1. Plan and conduct strategic environmental analysis and define strategic priorities in coordination with the relevant organizational units across the Library.


  2. Develop and update the Library’s strategic plan, including its objectives and initiatives, and link them to key performance indicators in coordination with the concerned organizational units.


  3. Monitor the implementation of plans, programs, and projects of organizational units, ensure compliance with approved plans, and submit periodic reports to the direct supervisor.


  4. Audit statistical data and periodic reports related to operational plans, review supporting evidence and documentation, and verify their accuracy.


  5. Review and assess requests related to updates of the Library’s organizational structure in coordination with concerned units, and submit recommendations to the direct supervisor in line with the Library’s strategic directions.


  6. Develop and update the mandates and responsibilities of organizational units to clearly define roles, responsibilities, and authorities, in coordination with the concerned units, and submit them to the direct supervisor.


  7. Measure the results of performance indicators and prepare periodic achievement and performance reports for the Library, including improvement and development plans, and submit them to the direct supervisor.


  8. Prepare and update the Library’s delegation of authority matrix and submit it to the direct supervisor.


  9. Conduct benchmarking studies and review best practices relevant to the Library’s functions and services.


  10. Develop the annual strategic partnership and cooperation plan, including potential opportunities with local, regional, and international entities, in coordination with the Library’s organizational units.


  11. Develop the Library’s risk management plan in coordination with organizational units and submit it to the direct supervisor.


  12. Participate in the implementation of the risk management plan in coordination with the concerned departments.


  13. Develop and enhance the Library’s knowledge and innovation framework in collaboration with all organizational units.


  14. Promote a culture of institutional excellence and innovation across the Library through communication, training, and awareness activities, in coordination with the Events and Communications Department.


  15. Document operational processes and procedures, propose improvements, and ensure alignment with approved national quality standards and best practices, in coordination with organizational units.


  16. Prepare technical reports and recommendations in line with best practices to support the requirements of Government Excellence programs, including planning evaluation programs at the Library level and contributing to the preparation and review of award nomination files


  17. Perform any other duties as assigned by the direct supervisor.


  • Bachelor’s degree in strategic planning or an equivalent field, as a minimum qualification, from an accredited university.


  • A minimum of 12 years of professional experience in strategy and institutional (corporate) performance activities
