JOB PURPOSE:
Review No Objection Certificate (NOC) applications and utility diversion requests to ensure full compliance with Rail Agency safety standards and infrastructure requirements. The role also contributes to the development of systems and procedures, conducts field visits, and supports technical performance analysis.
ROLES & RESPONSIBILITIES:
Strategy• Implement railway protection policies and procedures in compliance with applicable laws, regulations, and approved technical standards of the Rail Agency.• Capture lessons learned and participate in the review and update of regulations, procedures, and manuals related to railway protection zones.• Contribute to the development of electronic systems and procedures related to permit issuance and the improvement of related operational efficiency.• Define key performance indicators (KPIs), monitor and analyze service levels, and drive continuous improvement.
Operations• Review and issue No Objection Certificates (NOCs) within existing and future railway protection zones for authorities, contractors, and consultants in accordance with the approved procedures within RTA.• Coordinate with the railway operator and internal departments during the review of relevant NOC applications to ensure the safety of railway infrastructure.• Review utility diversion requests within railway protection zones (including proposals, designs, and execution), and continuously monitor planned service activities and projects that may impact railway infrastructure.• Review and approve Right-of-Way (ROW) permits and coordinate with relevant authorities to ensure compliance with safety and infrastructure protection requirements, verifying there is no conflict with current or future railway facilities.• Review plot unfreezing requests for plots affected by and located within existing railway protection zones, in coordination with Dubai Municipality and development authorities, ensuring compliance with Rail Agency requirements.• Coordinate with the Rail Projects Planning and Development Department to review unfreezing requests for lands affected by future railway corridors.• Continuously coordinate with relevant service authorities to support the issuance of NOCs required for the agency projects.
Product / Process Improvement• Maintain a log of observations and improvement actions, conduct relevant studies, and propose initiatives to enhance operations.• Follow up on the requirements of the utility coordination team, project managers, consultants, and contractors, and maintain regular coordination to achieve project objectives.• Maintain direct communication with customers or through the Customer Happiness Center to respond to inquiries related to NOC issuance.• Coordinate with developers and stakeholders regarding connections to train stations to ensure compliance with Rail Agency requirements.• Support other departments within the Rail Agency in all assigned activities as instructed.
Physical Working Conditions• Conduct regular site visits to ongoing projects within railway protection zones and report any observations or concerns.
Education:
# Bachelor’s / Master’s degree in Civil Engineering.
Experience:
# 1+ Years in case of Master’s degree (2+ years in case of Bachelor’s degree).
