We are looking for a Resident Engineer-Telecom Integration-Site for one of our clients with the following details:

Candidate Profile (Mandatory)
- Bachelor’s degree in Telecommunications / Network / Electrical / Computer Engineering (or equivalent).
- 10+ years of network/telecom engineering experience, including 5+ years in critical infrastructure (utilities/mission-critical).
- Expert-level certification: CCNP (Enterprise/SP) or equivalent (Juniper / Nokia).
- Strong practical experience in resilient network design/operations and delivery of HLD/LLD, BOM and test documentation.
- Mandatory: Valid UAE (or GCC) Driving License (multi-site supervision).
Preferred
- Proven experience on transmission/substation telecom projects (132–400 kV) and familiarity with utility technical standards/specifications.
- Proficiency with AutoCAD and/or MicroStation for telecom drawings and schematics.
- Exposure to hybrid utility telecom ecosystems (SDH/STM, AF MUX, PLC/DPLC, alarm RAU/MAU) and commissioning/cutover windows.
Role Purpose:
- Lead end to end design and site supervision of utility grade telecom/network infrastructure connecting substations and control centers. The scope includes modern packet networks (IP/MPLS) and OT integrations (SCADA, Substation Automation, RTU/LDC, DMS), while ensuring compatibility with utility telecom building blocks such as alarms, teleprotection signalling, and legacy/hybrid bearers where applicable.
Key Responsibilities
- Utility Network Architecture & Deployment: Design resilient WAN/MAN/LAN using IP/MPLS services and routing protocols (OSPF / IS IS / BGP).
- SDH / Legacy Transport Evolution: Support modernization and coexistence strategies (e.g., SDH/STM environments with evolution paths toward MPLS capability) ensuring smooth transition without compromising critical services.
- OT/SCADA, DMS & Substation Automation Integration: Integrate SCADA, Substation Automation (IEC 61850 context) and DMS over the telecom network; coordinate interfaces with RTUs and protection/control systems.
- Telecontrol Protocols & Resilience: Apply standardized telecontrol interfaces where required (e.g., IEC 60870 5 101 / IEC 60870 5 104 / DNP3, and legacy interfaces as applicable), including dual path principles and alternate-route resilience.
- Time Synchronization (OT Context): Support timing and synchronization requirements (e.g., GPS time sync and IRIG B context) to enable accurate event time-stamping for grid operations.
- Alarm Architecture (RAU/MAU → LDC): Design/verify alarm collection and transmission up to the LDC, including dual-route transmission and integration of telecom alarms as SCADA signals; ensure required wiring discipline (e.g., MDF-based approach where applicable).
- Teleprotection / Protection Signalling Awareness: Support teleprotection/PSE requirements, including redundancy, strict latency/security expectations, and coordination with protection relay manufacturers.
- Utility Bearers & Hybrid Telecom (as required): Interface with AF MUX and PLC/DPLC solutions for voice/alarms/SCADA/RTU/teleprotection over pilot pairs or power lines; ensure correct prioritization behavior (e.g., “boost trip” principles in PLC contexts).
- Technical Standardization & Vendor/EPC Review: Evaluate and specify routers, switches, firewalls and relevant telecom equipment; define engineering standards/templates; review vendor/EPC submissions and close TQs/RFIs/deviations.
- Documentation & Compliance: Produce HLD/LLD, IP addressing schemes, BOMs, drawings/cable schedules (where applicable), and detailed test/acceptance plans (FAT/SAT), ensuring traceability and approvals.
- Site Supervision & Commissioning: Supervise installation, integration, testing and commissioning; troubleshoot field issues; manage punch lists and deliver high-quality as-built handover.
