Job Summary:
To control and monitor all commercial aspects in the delivery of project throughout the design and construction life cycle of the project. To undertake cost management at pre and post contract stage. Ensuring project costs, budgets and cash flow compliance, all within Company and Client Protocols and Procedures. With a focus on infrastructure projects.
Duties and responsibilities include but are not limited to:
Measurement & Quantity Take-Offs
Prepare and or supervise detailed and accurate quantity take-offs from drawings, specifications, and BIM models.
Develop Bills of Quantities (BOQs) in line with project requirements and standards (CESMM).
Ensure all measurements comply with recognised measurement standards and methodologies.
Drafting and issuing RFIs.
Able to liaise directly with design teams internally and externally and get the RFIs cleared.
Carrying out design reviews to assist in the formulation of provisional sums
Cost Estimation & Analysis
Prepare and or assist cost estimates, budgets, and tender documents.
Analyse project drawings and specifications to identify cost risks and opportunities.
Prepare and or support cost and measurement exercises to optimize project costs.
Quality Assurance
Review and verify measurement outputs for accuracy and completeness.
Ensure consistency of data across multiple projects and teams.
Follow established processes, templates, and quality standards.
Team Support & Mentorship
Guide and mentor junior quantity surveyors and measurement staff.
Support knowledge sharing and continuous improvement within the team.
Assist in training new team members on systems and procedures.
Systems & Process Improvement
Utilise digital measurement tools and QS software effectively.
Contribute to improving measurement workflows and efficiency.
Support implementation of new technologies such as BIM-based measurement.
Requirements:
Strong experience in quantity take-offs and BOQ preparation in both 2D and 3D/BIM
Familiarity with measurement standards (e.g., CESMM, NRM, POMI, or equivalent).
Proficiency in QS software (e.g., CostX, Revit, or similar) is essential.
Familiarity with BOQ descriptions in CESMM, NRM 1 and POMI.
Good understanding of construction methods.
Experience working on large-scale construction projects.
Middle East experience would be advantageous but not essential
· Good verbal and written communication skills (English)
Prepare and or assist deliverables such as Feasibility estimates, cost plans, procurement & tendering, and contract awards.
Ability to develop and understand benchmarking data
Possess sound knowledge and experience of all infrastructure works elements - roads, bridges, sitewide utilities, associated plants and equipment etc.
Sound knowledge of industry recognized Contract forms (FIDIC) and standard methods of measurement including CESMM, POMI, NRM.
Knowledge of BOQ templates, practices and requirements for infrastructure projects in UAE/GCC market would be an added advantage.
Responsible for monitoring and managing all commercial and contractual matters related to the Project Works and liaising with Commercial/ Project Director to prepare responses and proposing mitigating actions.
Responsible for preparing all commercial based management information as required to support monthly and ad-hoc reporting requirements.
Prepare, and agree interim payment applications and Final Account statements; most importantly identify and anticipate any potential risks/delays and taking necessary action to address the same for timely payments.
Identify variations and prepare timely notice of variations for Works requiring the formalization of variation, and subsequently developing valuation of variation to determine the cost impact on to the Contract value.
Assist in assessing, evaluating and making recommendations related to any financial claim and providing the necessary input with regards to settling such claims.
Assist in evaluation all change management including variations, additional works, field changes, additions and omissions, and incorporation of the same within the monthly cost reports.
Bachelor’s Degree in Quantity Surveying, Civil Engineering, or related field.
Minimum 10 years of experience in quantity surveying or measurement roles.
