Job description

To plan, manage, and oversee offshore construction activities for assigned projects, ensuring compliance with contractual requirements, CHOD, cost, schedule, and quality objectives. The role provides technical and execution input during the bid and tender stages, manages subcontractor interfaces, and serves as the primary point of contact with clients and other contractors to ensure safe, efficient, and coordinated offshore construction execution



Responsibilities:

Bid & Start-Up Phase


  • Review tender documents, scope of work, client specifications, schedules, procedures, and method statements.
  • Provide technical and execution input to offshore management during bid stage, including durations, qualifications, and execution strategies.
  • Participate in bid strategy and estimation meetings.
  • Prepare, review, and issue ITBs for offshore scope; technically evaluate subcontractor proposals.
  • Review technical handover documents upon award and ensure full understanding of scope and client requirements.
  • Distribute project scope and specifications to relevant departments.
  • Finalize offshore project deliverables and develop offshore execution plans and schedules in coordination with project stakeholders.
  • Perform techno-commercial and constructability reviews to optimize offshore installation cost.
  • Participate in preparation of the project HSE plan and review project ITPs.

All Project Phases


  • Act as the focal point for all offshore-related communication with clients and internal departments.
  • Coordinate engineering, planning, procurement, logistics, survey, HSE, and subcontract activities for offshore scope.
  • Review engineering documents, procedures, drawings, and analyses from a constructability perspective and ensure timely client submission and approval.
  • Prepare scopes, schedules, and evaluations for offshore subcontracted works.
  • Manage offshore risks, opportunities, changes, variations, and claims.
  • Monitor project deliverables, material procurement, marine spread requirements, and subcontractor performance.
  • Ensure compliance with contractual requirements, CHOD, budget, schedule, quality standards, and company HSEMS.
  • Provide input to weekly/monthly reports, exception reports, audits, and lessons learned.

Pre-Offshore Phase


  • Review and chair mobilization and risk assessment meetings; ensure offshore readiness.
  • Ensure approval and availability of procedures, manpower, marine spread, installation aids, consumables, and documentation.

Offshore Execution Phase


  • Monitor offshore progress, cost, and schedule against budget and CHOD.
  • Supervise offshore construction engineers and subcontractors; evaluate performance.
  • Coordinate daily offshore operations with clients, marine, yard, and project teams.
  • Conduct offshore HSE audits and ensure safety compliance.
  • Manage changes, delays, recovery plans, and interface with fabrication yards to maintain load-out and offshore continuity.
  • Ensure effective coordination for hook-up activities with E&I, commissioning, and project teams.
  • Close-Out Phase
  • Coordinate preparation and submission of offshore final documentation and dossiers.
  • Prepare project close-out reports including lessons learned and recommendations.
  • Appraise of the performance of the offshore construction personnel.
  • Support commercial handover, claims, invoicing, and subcontract close-out.

Leadership & Stakeholder Management


  • Lead and coordinate offshore construction teams to deliver projects safely, on time, within budget, and in compliance with contractual requirements.
  • Optimize resource utilization to achieve or exceed projected profit margins.
  • Provide technical and commercial support to contracts and estimation teams when required.

Qualifications:

• Bachelor’s degree in Engineering .
• 12 years ‘experience in offshore construction.
• Proven managerial ability.
• Strong commercial and contractual awareness.
• Good negotiation and decision making skills.
• Excellent spoken and written English language skills.
• Excellent report writing skills.
• Excellent communication skills.
• Committed team player/ leader.
• Thorough understanding of offshore operations and equipment.
