Job description


JOB PURPOSE:

Oversee and provide leadership and expertise to ensure the implementation of best practices with regard to the operations of ATA's General Services, Procurement, Human Resources, and Information Technology services. Guide the adoption of best communications programs and plans to establish appropriate internal and external communication infrastructure and support the development and maintenance of a consistently favourable image for ATA. Lead the planning processes to ensure the provision of sustainable and quality services with regard to the transportation, security, warehousing, catering, landscaping, maintenance and procurement services to meet the current and future requirements of ATA.


KEY ACCOUNTABILITIES:

Job Specific Accountabilities


HumanResources


    • Manage and ensure correct implementation of relevant ER policies, procedures, systems, work methods, and operating standards in accordance with the established regulations and practices.
    • Manage and provide the ATA staff members with the required assistance and support with regard to the relevant services and requirements provided and required by ADNOC Employee Relations.
    • Monitor all employee disciplinary actions, up to and including terminations to ensure all procedures are done in accordance with the ADNOC Human Resources policies and procedures.

    • Participate in all the interviews conducted at ATA or ADNOC for ATA job applicants.

General Services


    • Lead the audit/s and inspection of ATA's facilities, infrastructure and maintenance needs and ensure the department's objectives and priorities are focused on meeting those needs effectively and efficiently. Review and approve the maintenance schedules and ATA preventive maintenance programs.
    • Oversee all the ATA landscaping projects and ensure that all the landscaping and installation works are carried out in accordance with the relevant HSE requirements and ADNOC standards.
    • Manage and ensure the delivery of quality cleaning services to the highest standards.
    • Ensure the preparation and implementation of effective security procedures, contingency plans/strategies and best practices in emergency preparedness.
    • Manage and ensure the comply with the relevant UAE laws and implement the best practices required to protect ATA property, safeguard the lives and property of students, staff, visitors and service providers.
    • Manage the activities and execution of ATA transportation service in compliance with the relevant HSE standards, UAE traffic rules /laws, predefined routes, pick up and drop off timings.

Procurement Services


    • Manage the formalisation and implementation of best plans and practices (in conformity with ADNOC procedures and policy) to ensure establishing effective agreements, timely procurement and delivery of materials and services.
    • Review and endorse all the requirements submitted by ATA, relevant purchase requisitions, scope of services/works, Good/receipt notes and work/service orders
    • Monitor and endorse the disposal of ATA surplus materials (write off materials) in accordance with the Company's applicable procedure.
    • Participate in all the negotiations with the vendors, contractors, consultants and agencies related to the ATA's agreements and requirements.

IT Services:


    • Oversee the relevant policies, procedures and operations of ATA IT function.
    • Manage consistently the possess modern IT infrastructure, including the hardware and software required to help the academy deliver its training mission creatively and implement smart management of ATA academic and students' affairs.

Job Generic Accountabilities


Operational Plans


    • Develop consistent and realistic long and short term operational plans for the Department in line with the Unit objectives and manage the implementation of approved long and short term plans and ensure they are effectively converted into its performance objectives to achieve established service levels.

Budgets and Operational Plans


    • Develop and manage the Department annual budget in line with the Unit's business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
    • Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures


    • Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Directorate's work programs in line with Company and International standards.

PerformanceManagement


    • Contribute to the development of the Directorate's KPl's and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
    • Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.

People Development


    • Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Department in coordination with relevant Human Capital Units to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Organisation Structure and Development


    • Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Risk Management


    • Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
    • Communicate corporate business ethics and Company's Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.
