Job Objective
The Lead Telecommunications Engineer is responsible for the design, coordination, and delivery of all telecommunications systems for a large-scale ADNOC detailed engineering project. The role ensures that telecom systems are fully integrated, compliant with ADNOC standards, and aligned with operational, safety, and cybersecurity requirements.

Responsibilities:
Key Responsibilities
Engineering Leadership
- Lead the design and engineering of telecom systems across the project lifecycle (primarily detailed engineering phase)
- Manage and coordinate a team of telecom engineers and designers
- Ensure all deliverables meet ADNOC specifications, international standards, and project requirements
System Design & Engineering
Design and oversee the implementation of:
- Fiber optic backbone and structured cabling systems
- Telephony systems (IP/PABX)
- Data networks (LAN/WAN, switches, routers)
- Radio communication systems (VHF/UHF, TETRA)
- Public Address & General Alarm (PAGA) systems
- CCTV and security/surveillance systems
- Access control and perimeter security systems
- Microwave and wireless communication systems
- Integrated telecom systems with SCADA, DCS, and ICS
Project Execution
Deliver telecom engineering outputs including:
- Telecom philosophies and design basis
- System architecture diagrams
- Network layouts and routing drawings
- Equipment layouts and room designs
- Cable schedules and routing
- Ensure alignment with overall project schedule, cost, and quality requirements
- Participate in 3D model reviews and ensure telecom integration within plant layout
Interface & Coordination
- Interface with client (ADNOC), licensors, EPC teams, and vendors
- Coordinate with disciplines including instrumentation, electrical, IT, and control systems
- Review and approve vendor documents, datasheets, and technical submittals
Standards & Compliance
Ensure compliance with:
- ADNOC standards and specifications
- International standards (IEC, ITU, IEEE, NFPA)
- Cybersecurity requirements for industrial networks
- Support HAZOP, HAZID, SIL, and security risk assessments
Procurement & Vendor Management
- Prepare technical requisitions (MRs) and evaluate vendor proposals
- Participate in technical bid evaluations (TBE) and vendor selection
- Monitor vendor deliverables and ensure compliance with specifications
Construction & Commissioning Support
- Provide technical support during construction, installation, and commissioning
- Respond to site queries (RFIs) and support troubleshooting activities
- Support system testing, FAT, SAT, and handover documentation

Expected:
- Bachelor's degree in Telecom Engineering or Electronics and Communications Engineering
- Minimum 15+ years’ experience working in telecoms, in large Oil & Gas Facilities having broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, onshore and offshore facilities design, construction and operations
- Experience of working with multi - national and multi - cultural project teams is strongly preferred
- Competent to carry out the Design activity in the Design-Check-Approve-Authorize cycle, and to check the technical deliverables of designers
- General knowledge of other related disciplines
- Conversant with relevant Telecommunications national and international standards and has a broad understanding of all aspects of Telecommunications systems and a deep understanding of own specialty.
- Proven track record of delivering a portfolio of Telecom EPC projects including complex and multiple vendor projects within international settings
- Requires hands on expertise and design experience with telecoms equipment and systems design (OTN, UHF TETRA VHF radio Systems, IP Networks), security (access control, CCTV surveillance networks, fence intruder detection, ANPR), public/emergency announcement (PAGA), and networks (WANs, LANs, Industrial Wireless Networks Wiring, Routers, Switches, Servers etc.) ship/shore communication systems, Hazardous area requirements
- Shall be proficient in fiber optic cabling network design, copper cable networks and relevant infrastructure such as duct banks, cable / ladder tray designs. This shall include transition of design engineering to construction deliverables
