Job description

Lead Estimator shall play a vital role by establishing the tender commercially, he/she will be responsible in strategizing the bid from review of documents, ensuring fully complaint and competitive bid  is presented to the management as 
part of tender settlements.


Key Responsibilities: 


  • Implementation of company practices in tendering. 
  • Liaison with external consultants and third parties.
  • Initial appraisal of bid documentation and establish bid strategies from earliest possible stage.
  • Attend site visits and assist Bid Lead Technical in preparing any major constraints /opportunities that may affect the method of construction, programme or price.
  • Compare the B.O.Q items with regards to their description in the bill, drawing and
    specification, act on these items in case of discrepancy. (e.g., sending queries to Client/Engineer).
  • Flag items in the B.O.Q, Specification, Drawings which do not seem to match the current method/ specification being followed by the company/ industry and may impact the price.  
  • Identify Scope gaps for items detailed in drawings/specifications or required as per statutory requirements but not detailed in the tender BOQ and accordingly seek clarification from Client/Engineer.
  • Review Master technical queries prepared by Technical Coordinator. 
  • Preparation of direct cost and ensuring the robustness of the cost estimate based on proposed methodology and planned programme.
  • Preparation of GE Book (General Requirement) based on input received from Technical/Planning Team.
  • Reconcile relevant resources with Planning Team.
  • Liaise with procurement regarding suppliers and subcontractors, advise on vendors clarifications and exclusions.
  • Initiate / propose Value Engineering solutions and recommend alternatives based on cost, quality and long lead.
  • Prepare bench marking and cost plan comparisons.
  • Prepare risks, qualifications and mitigation measures if any. 
  • Ensuring all bids are subject to proper adjudication. 
  • Ensuring successful post tender negotiations.
  • Fulfill the role of Bid Lead, including coordination and supervision of others. 
  • Assist the Estimating Manager with reviewing and maintaining the estimating process.
  • Provision of general support information to estimators.
