Head - Infrastructure & Support

Job Objectives

The oversight of the design and development of the technical infrastructure for the Community Development Authority according to best technical standards and monitoring the implementation; and the supervision of providing technical support to users and ensuring the availability of appropriate security systems for data protection.

Responsibilities and Leadership Duties

Strategic Affairs

·Preparation of operational plans and objectives for the short and medium term for the Infrastructure and Support Department and aligning them with the management and sector plans.

·Establishing policies and procedures for budgeting operations and ensuring the implementation of such in all transactions of the Community Development Authority.

Financial Affairs

·Preparation of the annual budget for the Infrastructure and Support Department, obtaining the necessary approvals, and monitoring the implementation of the budget to ensure optimal use in accordance with financial policies.

Development

·Instilling a spirit of leadership, managing and motivating employees, setting objectives for them, reviewing employee performance, recommending appropriate training programs, and advising on resource management for the Infrastructure and Support Department staff to achieve the overall objectives of the management and the authority.

Operational Duties and Responsibilities

1. Ensuring the availability of infrastructure systems and local communication networks and/or wide area networks, and the security of information technology and related devices at all headquarters and centers of the authority, in line with service levels and modern technical standards.

   
   

2.Leading, coordinating, and monitoring infrastructure activities and preparing related reports, and striving for continuous improvement and updates.

1. Ensuring the availability of appropriate security systems for protecting devices, data, and confidential information in a segmented and flexible manner that accommodates the needs of various user groups.

   
   

2. Monitoring the system and performance of databases and applications using analytical tools; preparing and structuring database models and applications and ensuring the security, safety, and reliability of applications.

   
   

3. Establishing standard criteria for networks according to best global practices in the field of information technology, and ensuring compliance with specifications of related devices and confirming operation with approved specifications and standards.

   
   

4. Supervising the installation, operation, and maintenance of central server devices and their accessories, and ensuring their effectiveness and quality of operation.

   
   

5. Ensuring the installation, support, and performance efficiency of the infrastructure for information technology and supervising the development and implementation and maintenance of devices and systems and services of the infrastructure in accordance with the technical needs of the authority and according to the approved maintenance plans.

   
   

6. Following up on the design, testing, and updating of the operation of the main network and the internal network and all computing and technical support systems used.

   
   

7. Supervising information security systems and following up on the provision of all precautions and alternative programs in emergencies, using network traffic monitoring programs, prioritizing and implementing blocking and general monitoring and control and addressing breaches.

   
   

8. Supervising the preparation and implementation of policies and procedures for accessing data and using it and preserving it and procedures for backup systems for databases to ensure the recovery of operational capability after disasters and archiving data to ensure effective protection of assets and their safety and establishing the foundations for recovering them in case of damage and non-conformance and correcting services.

   
   

9. Negotiating with suppliers to provide and obtain information technology services and devices and ensuring the provision of services with high-quality standards according to contracts and agreements and modern devices and continuous communication to ensure service improvement.

   
   

10. Managing all infrastructure projects according to standards to ensure achieving the objectives according to the specified time, quality, and budgets.

    
    

11. Supervising feasibility studies of projects and working closely with the required departments and ensuring their inclusion in budgets after approval.

    
    

12. Supervising the provision of technical support to users and following up on training employees in the authority to use programs optimally and setting plans for training programs on new devices and programs.

    
    

13. Supervising the resolution of technical issues and establishing mechanisms and procedures that include alternatives to ensure business continuity in emergencies and crises.

    
    

14. Following up on the assessment of needs for programs, technical systems, and devices and working on prioritizing to raise plans for providing requirements according to approved budgets.

    
    

15. Ensuring the readiness, safety, and security of all devices and technical operating systems and following up on their performance and maintenance.

    
    

16. Managing the website and electronic platforms related to the authority's service activities and following up on providing the necessary technical support to ensure their effectiveness and efficiency.

    
    

17. Supervising the periodic and preventive maintenance of all technical devices and operating systems and updating them and renewing operating permits to ensure service continuity.

    
    

20.Supervising the inventory of technical assets belonging to the information technology department from devices and software on a regular basis and following up on documentation and updating them.

1. Following up on technical reports and periodic statistics on daily failures in the infrastructure and devices and programs and ensuring their maintenance and evaluating performance and actual usage rates and raising development recommendations.

   
   

22.Updating and developing the systems and programs used to achieve the objectives according to the best programs and global technologies used in the field.

1. Adhering to the approved information security policies and procedures in the authority and working on compliance with the regulations to ensure the confidentiality of information.

   
   

2. Any other tasks and responsibilities within the scope of the job responsibilities.

   
   

Educational Requirements

·Bachelor's degree in Information Technology

·Proficiency in both Arabic and English (speaking and writing).

Experience Requirements

·8 – 10 years of experience in technical infrastructure.
