We are seeking an accomplished Director – Major Projects & Infrastructure to lead the strategic planning and delivery of major transport and infrastructure design programmes across the Middle East. This senior leadership role is responsible for portfolio performance, client engagement, operational oversight, and technical governance across complex multi-disciplinary projects, ensuring high-quality delivery, strong commercial outcomes, and trusted relationships with key government and private-sector stakeholders.
The ideal candidate will bring proven experience leading large-scale highways, transport, and integrated infrastructure programmes, with the credibility to operate at executive level across clients, authorities, delivery teams, and business leadership.
Responsibilities:
Leadership & Strategy
- Provide strategic leadership for a portfolio of major transport and infrastructure programmes, aligning delivery priorities with business objectives, client needs, and regional market opportunities.
- Shape market positioning and support business growth through key account development, pursuit strategy, proposal leadership, and executive-level client engagement.
- Establish clear governance, decision-making frameworks, and performance expectations across programmes to support consistent, high-quality delivery.
- Represent the business externally with clients, partners, and industry stakeholders, strengthening market profile and helping secure future opportunities.
- Work closely with peers and the broader leadership team in an effective and collaborative manner.
Project & Programme Management
- Lead the delivery of major transport and infrastructure projects from concept through detailed design and construction support, ensuring programmes are structured, resourced, and governed effectively.
- Own programme performance against schedule, budget, margin, cash flow, and quality targets, with clear accountability for forecasting, financial control, and overall portfolio health.
- Drive programme controls including risk management, change control, reporting, KPI monitoring, schedule assurance, and recovery planning across multi-package and multi-stakeholder environments.
- Oversee resource planning and coordination across multi-disciplinary teams to maintain delivery efficiency and effective interface management.
Client & Stakeholder Engagement
- Build and maintain trusted relationships with key clients, government authorities, and strategic partners across the region, including ministries, commissions, municipalities, and major development entities.
- Act as the senior client interface for major programmes, leading executive discussions, resolving complex issues, and maintaining confidence in delivery performance and commercial outcomes.
- Oversee stakeholder coordination and authority engagement, including support for approvals, permitting, and resolution of issues affecting programme progress.
Technical Excellence
- Provide technical leadership across engineering solutions, mobility strategies, and design methodologies, ensuring that projects are innovative, practical, and aligned with client objectives.
- Ensure robust technical assurance and compliance with international standards, local authority requirements, design safety obligations, and organisational quality systems.
- Champion digital engineering, BIM, model-based delivery, and continuous improvement initiatives to enhance quality, efficiency, and consistency across programmes.
Team Leadership & Development
- Lead, mentor, and inspire high-performing multi-disciplinary teams, setting clear expectations for delivery, collaboration, and professional standards.
- Build organisational capability through effective resource planning, performance management, knowledge sharing, and development of specialist and leadership talent.
- Support recruitment, succession planning, and retention strategies to strengthen long-term capability across the transport and infrastructure business.
Qualifications:
- Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related discipline; Master’s degree preferred.
- 20+ years of experience delivering major transport and infrastructure projects, with at least 10 years in the Middle East.
- Proven leadership experience on mega‑projects such as highways programmes, mobility corridors, rail/metro interfaces, smart mobility projects, and integrated infrastructure developments.
- Strong background in multi‑disciplinary design management, including roads, highways, bridges and utilities.
- Demonstrated ability to lead large consultant and contractor teams within complex programme environments, with strong capability in resource planning, delivery oversight, and interface management.
- Excellent knowledge of international and regional codes, design standards, and approval processes.
- Sound understanding of design safety, HSE leadership, regulatory compliance, and authority approvals processes across major infrastructure programmes.
- Strong communication, stakeholder management, and client‑facing skills with experience engaging with ministries and major authorities.
- Strong commercial and contractual acumen, including experience with bid leadership, consultancy frameworks, contract strategy, procurement interfaces, change management, and programme financial performance.
- Experience managing programme performance through governance, reporting, KPIs, and executive-level decision-making in high-profile delivery environments.
- Experience working with large engineering consultancies on high-profile regional projects.
- Chartered/Professional Engineer status (CEng, PE, PEng, etc.) is highly desirable.
