WSP in the Middle East are seeking an experienced Work Winning Project Manager with an Aviation focus to be based in Riyadh, Saudi Arabia. This role plays a critical part in securing new aviation sector opportunities by managing the full work-winning lifecycle — from early opportunity identification through to successful bid submission and commercial close.
The Aviation Work Winning Project Manager manages the entire lifecycle of aviation sector prospects — from Expression of Interest through proposal development, submission, and commercial negotiation. They coordinate technical, financial, and strategic inputs to produce high-quality, competitive submissions. The role ensures alignment with aviation sector strategy, client expectations, and internal governance, while also tracking pipeline performance and supporting sector leadership in securing new aviation opportunities.



Responsibilities:

Work Winning & Bid Management


  • Manage end-to-end EOI, prequalification, and tender submissions for aviation sector opportunities.
  • Develop and implement bid strategies aligned with sector priorities, client drivers, and competitive positioning.
  • Lead proposal planning, scheduling, and governance reviews to ensure timely and compliant submissions.


Stakeholder & Input Coordination


  • Coordinate inputs from technical leads, commercial teams, finance, legal, and leadership to produce cohesive submissions.
  • Facilitate bid workshops, strategy sessions, and reviews with senior stakeholders.
  • Act as the central point of contact for all bid-related communications and actions.

Commercial & Quality Oversight


  • Support development of commercial models, pricing strategies, and risk assessments in collaboration with finance and leadership.
  • Ensure proposals meet client requirements, internal quality standards, and governance approvals.
  • Drive clarity, consistency, and high presentation standards across all submission documents.

Pipeline & Strategy Support


  • Maintain oversight of the aviation opportunity pipeline, tracking bid status, win/loss outcomes, and key metrics.
  • Provide regular pipeline updates, dashboards, and insights to Aviation Sector Leadership.
  • Support post-bid reviews, lessons learned, and continuous improvement of work-winning processes.

Qualifications:
  • Bachelor’s degree in Engineering, Architecture, Construction Management, Business, or a related discipline.
  • 10+ years’ experience in work winning, bid management, or business development within the aviation or infrastructure sector.
  • Proven track record of managing complex, multi-disciplinary bids from EOI through to contract award.
  • Experience working within consultancy / professional services environments (Middle East experience strongly preferred).

  • Excellent stakeholder management, coordination, and communication skills.
  • Strong commercial awareness and ability to manage competing priorities under tight deadlines.
