Job DescriptionOverview

Plan, manage, and execute all Testing & Commissioning activities for railway systems to verify that systems meet design specifications and are safe and ready for operational service.


Your role
  • Act as interface with client representatives, contractors, system suppliers, and third-party inspectors for T&C matters.
  • Support the Project Testing & Commissioning Management Plan aligned with client requirements, safety standards, and contractual obligations. Participate in readiness gates for progressive commissioning stages.
  • Conduct T&C activities across civil works, track and systems. Manage interface testing plans between subsystems.
  • Ensure integration test procedures validate end-to-end functionality and safety.
  • Develop and maintain the Integrated T&C Schedule and align T&C milestones with construction completion, energization, safety certification, and trial running. Monitor progress, report variances and escalate risks to program leadership.
  • Create Test Plans, Procedures, and Inspection & Test Records. Complete the test and evaluate the test results.
  • Ensure quality of T&C execution; ITPs, checklists, and NCR/CAR processes. Ensure corrective actions for failed tests are implemented and verified.
  • Ensure all T&C activities comply with Safety Management System (SMS), Occupational Health & Safety, and Rail Safety Regulations.
  • Develop comprehensive Testing & Commissioning (T&C) Master Plans, test procedures, and schedules covering all rail sub-systems including signalling, telecoms, traction power, rolling stock, and civil/structural systems
  • Coordinate and manage T&C activities across multiple contractors, system integrators, and multidisciplinary engineering teams
  • Conduct static and dynamic testing of railway sub-systems in accordance with approved test procedures and acceptance criteria
  • Manage and track Non-Conformance Reports (NCRs), defects, and punch list items; ensure timely resolution and formal closure prior to system handover•          Verify system performance against design specifications, interface requirements, and operational requirements
  • Coordinate Factory Acceptance Tests (FAT) at manufacturer facilities and oversee Site Acceptance Tests (SAT) for all installed systems
  • Manage the integrated system testing (IST) and trial running phases, ensuring safe and effective coordination between all systems
  • Ensure all T&C activities are performed in compliance with the project Safety Management System (SMS) and site safety rules
  • Prepare and maintain test records, commissioning logs, certificates, and handover documentation
  • Coordinate with the System Assurance team to ensure all test evidence supports safety case requirements and regulatory approvals
  • Support operational readiness reviews and provide technical input to operations and maintenance training programmes
  • Prepare lessons learned reports and contribute to continuous improvement of T&C processes.

Key Competencies


  • Experience with integrated system testing in metro, light rail, or heavy rail environments.
  • Knowledge of railway testing standards and commissioning methodologies.
  • Strong coordination and organisational skills for managing multi-discipline test programmes.
  • Familiarity with configuration management and document control systems.
About you
  • B.S. or M.S. in Engineering preferred (Electrical Engineering preferred).
  • 15+ years’ experience in engineering (10+ years’ experience in rail and transit engineering in Middle East).
  • Registration as a licensed Professional Engineer (P.E.) is generally required. However, extensive experience may be substituted in lieu of licensing.
