As a Project Manager you support the Senior Project Manager and Project Director in leading the planning, execution, and delivery of complex master planning projects. You will support all aspects of the project, including scope, schedule, budget, quality, and stakeholder management, ensuring that the project is completed on time, within budget, and to the required quality standards to the successful delivery of master plans. This role requires a strong understanding of urban development principles and the ability to navigate complex regulatory environments.



Responsibilities:

Detailed Key Responsibilities


  1. Project Leadership & Lifecycle Management
  • End-to-End Delivery: Lead the tactical execution of Master Planning projects from inception through to delivery. 
  • Workstream Integration: Synchronize multi-disciplinary workstreams—including infrastructure, sustainability, landscape architecture, and transport planning—to ensure a unified project output.
  • Revenue Management & Performance Monitoring: Implement and oversee Key Performance Indicators (KPIs) regarding schedule adherence, budget burn rates, and technical quality standards.
  1. Governance & Change Control
  • Project Reporting & Performance Management: Lead the preparation and delivery of high-quality weekly and monthly progress reports (MPRs) for clients, providing clear updates on programme status, key milestones, risks, resource utilisation, commercial performance, and upcoming look-ahead activities.
  • Scope Management: Rigorously monitor project boundaries; identify, document, and manage "scope creep" to ensure commercial viability.
  • Change Protocol: Execute formal Change Requests for variations in schedule or budget, conducting impact assessments before escalating for Senior Management approval.
  • Risk Mitigation: Proactively identify project risks (regulatory, environmental, or financial) and develop robust mitigation strategies to prevent delivery delays.
  1. Stakeholder Engagement & Communication
  • Primary Point of Contact: Act as the central liaison for clients, government authorities, utility providers, and contractors, ensuring transparency and trust.
  • Conflict Resolution: Mediate technical or contractual disputes between stakeholders, leveraging professional diplomacy to maintain project momentum.
  • Reporting Excellence: Author and present comprehensive monthly progress reports, dashboard updates, and executive briefings for internal leadership and external client boards.
  1. Quality Assurance & Documentation
  • Technical Compliance: Ensure all deliverables align with local planning regulations, international best practices, and the specific sustainability mandates of the project – by working with the technical leads of the project.
  • Document Control: Oversee a rigorous documentation environment, ensuring all deliverables, data requests, email requests and stakeholder approvals are audited and archived correctly.
  • Schedule Management: Develop and maintain detailed Project Plans using MS Project or Primavera P6. Utilize Critical Path Methodology (CPM) to identify and mitigate potential delays.

Qualifications:
  • Academic Foundation: Bachelor’s degree, preferably in Business Management or Information Technology.
  • Professional Experience: A minimum of 10 years of progressive experience in project management for management consultancies or similar. Experience of project management within large-scale master planning or urban infrastructure is desired.
  • Project Methodology: Advanced proficiency in structured frameworks such as PMBOK, PRINCE2, Agile, or Waterfall.
  • Software Command: Expert-level mastery of Microsoft Project, PowerPoint, Excel and Word. Primavera P6 is desirable.


    • Design Coordination: Familiarity with InDesign.
    • Data/Commercial: Advanced Excel (Pivot tables, VLOOKUPs, financial modelling)

  • Team Contribution & Support: Works collaboratively as part of the wider team, builds strong internal relationships, and actively supports colleagues by sharing workload and contributing where needed.


  • Senior PM Support & Added Capacity: Provides reliable support to the Senior Project Manager by taking ownership of delegated responsibilities, reducing pressure on senior leadership, and stepping in to manage additional tasks during peak periods.


  • Client & Stakeholder Relationship Building: Builds trusted, professional relationships with clients, consultants, contractors, and internal teams through clear communication and dependable delivery.


  • PMO & Project Controls Capability: Able to undertake all aspects of PMO support, including reporting, governance, programme coordination, document control, action tracking, and maintaining project controls.


  • Financial Management & Forecasting: Competent in managing project financials, including monitoring time charged, tracking spend, reviewing budgets, and maintaining accurate cost forecasts.


  • Resilience & Commitment: Comfortable working in demanding, fast-paced environments, including longer days or additional hours when required to meet project milestones and business needs.


  • Adaptability & Flexibility: Responds positively to changing priorities, urgent issues, and evolving project requirements while maintaining a high standard of delivery.


  • Communication: Exceptional command of written and spoken English. Ability to present complex data in a visually compelling and concise manner. Arabic proficiency is desirable. 


  • KSA Client Environment Experience: Good understanding of client expectations, business culture, and consultant standards when operating in Saudi Arabia.


  • Certification: Active PMP (Project Management Professional) or Chartered Planner (RTPI/AICP/MRICS) status is highly desirable.


  • Specialized Knowledge: Experience with KSA Giga-projects is a significant advantage. 


  • Advanced Analytics: Use of Power BI and other analytical tools.
