4 years Job Overview To lead and oversee all construction activities for the Water Treatment Plant.
Ensuring the timely, on-budget, and quality delivery of the asset, meeting contractual requirements, and design specifications for reliable and sustainable operation over 25 years.
Implementing the HSSE program and supervision in the Project Company and Owner's team, fostering a culture of health, safety, security, and environment in alignment with Project Company and Stakeholder targets.
Monitoring, coordinating, and reporting on multiple Contractors' activities at the site, challenging and negotiating with the EPC contractor when necessary to protect the Project Company and Aljomaih Energy Water Company's interests.
Directing the Owner's Engineer team at the site.
Facilitating seamless communication and information exchanges among stakeholders, including project partners, local communities, and external parties.
Your Job Functions (Duties & Responsibilities) Oversee plant construction to ensure compliance with quality, schedule, and budget agreements with Contractors and WTA.
Manage HSSE implementation onsite and offsite, maintaining a strong HSSE culture.
Coordinate activities of the Owner's Engineer, local contractors, local authorities, interface partners, and Contractors.
Monitor and enforce EPC Contractor's compliance with Saudi Aramco IKTVA and Saudization targets.
Act as the primary link between the off-taker, Owner's Engineer, EPC Contractor, third party, the Phase 1 Operator, --etc to align battery limits and tie-ins.
Align technical and schedule interfaces between different contractors, ensuring contract conformity and project needs.
Monitor Engineering & Procurement, ensure the EPC Contractor issuing the engineering packages and deliver procurement items ahead of construction needs.
Organize and lead construction and progress management meetings with all stakeholders.
Identify, assess, and escalate technical deviations, construction risks, and non-conformities to the Project Company CEO, proposing effective mitigation and recovery measures.
Manage contractual, commercial, and technical matters arising under the EPC Contract and WTA, in coordination with legal and commercial teams.
Review, evaluate, and provide recommendations on change orders, variations, and claims submitted by contractors and service providers.
Lead resolution meetings for technical and construction issues encountered on-site and off-site during execution.
Lead QA/QC oversight by managing the Owner’s Engineer site engineering team to witness, verify, and document key inspections and tests in accordance with the approved Inspection and Test Plans (ITPs) and project requirements.
Lead risk assessment and risk identification workshops with the EPC Contractor and Owner’s Engineer, ensuring all project risks are identified, formally recorded in the risk register periodically, and supported by clear mitigation and action plans.
Interact with Sponsors, Lender's Engineer, Insurance Advisers, and O&M teams.
Issue progress reports and technical memoranda as required.
Supervise milestone completion certificates, invoices, and mechanical completion certificates.
Facilitate the handover of the Project to the O&M Team.
Host visitors at the site and manage communications with stakeholders.
Contractual/Commercial Familiarity with PPP/BOT project structures, project finance documents, EPC contracts, and WTA.
Timely reporting of contractual/commercial variances and proposing mitigation or alternative solutions.
Assist in writing contractual letters to stakeholders.
Identify and anticipate deliverables to relevant parties.
Coordinate progress of commissioning and testing with Off-taker and Dispatch Control Centre.
Assist in claims management with Contractors and Service Providers.
Qualifications & Skill Sets University Degree in Civil, Mechanical, Electrical, or Chemical Engineering.
Additional qualifications (project management/Construction Management) are preferred 15 +years of project and site experience in utility-scale Water Treatment Plant projects.
Extensive knowledge of utilities and construction of Water Treatment Plants.
Experience in large infrastructure project development.
Strong technical knowledge and understanding of construction processes, contracts, and international standards.
Contract/claim management and negotiation skills.
Excellent communication and reporting skills.
Ability to work independently and lead teams.
Strong ethical standards.
