ROLES AND RESPONSABILITIES:
Operational • Lead the team of Buyers to drive cost out of the business, provide excellent vendor service at the relevant and appropriate quality. • Provide and assist Management & Technical expertise on all procurement activities. • Assist PSC Manager on all major negotiations with top local vendors. • Ensure that purchasing methodologies are kept up to date and modified if required and uphold the company policies & procedures. • Provide direction and conduct evaluations of Local Buyer. • Be the primary point of focus for Procurement, to all other functions, including Operations, Supply Chain, Maintenance, Training, DRT, HSE, Finance, IT, HR etc. • Lead the project team to secure quotes for preparing AFE’s & ensure the required number of quotes are obtained for regular purchasing as per policy. • Monitor and expedite the day to day procurement activities like conversion of MOLS, creation of direct Requisitions, PR-PO conversions and PO revisions are carried out in a timely manner and Catalog utilization is maintained. • Manage the accrual process and ensure this is reported in a timely manner and monitor the accruals are within the stipulated guidelines. • Manage the process of clearing disputed/unmatched PO & Invoices. Liaise with Finance and clear the Match and Hold reports. • Manage aged PO Lines and keep to a bare minimum, by timely follow ups and facilitate closure. • Manage service PO closure within the stipulated period. • Attend meetings where purchasing/procurement is concerned. • Manage the overall work schedules to ensure timely & effective completion of the MOL to PO procurement cycle. • Monitor Cost Center budgets (Dashboard) & initiate directions to Management /Operations and cascade to buyers to limit or avoid overspending. • Reduce to a minimum, and with the proper authorizations the preparation of Emergency PO’s.
• Operational (General) • Manage crew rotation and ensure the right balance of the team is always available. • Provide information to Operations about order status, both foreign & domestic vendor supplies. • Support Operations without any Supply Chain interruptions. Product /Process Improvement • Proactively evaluate the effectiveness of processes utilized within the department, and make and implement improvements as needed in order to increase efficiency.
Physical Working Conditions • Normal working conditions (office): travel for trainings; company events when requested.
JOB QUALIFICATIONS AND REQUIREMENTS:
Knowledge and Experience: • A minimum of 3-5+ years’ work experience in strategic sourcing, procurement, or related field. • Outstanding cross-functional leadership and communication skills; willing to challenge the status quo and make difficult and unpopular decisions, communicating effectively with senior management. • Collaborative facilitator. • Ability to build credibility, get buy-in and commitment with internal and external stakeholders.
Education and Certifications: • Mandatory: Bachelors’ degree in Business Administration, Supply Chain Management, Engineering, Operations Management, or relevant field.
