Company: International Project Management Consultancy
Our Client are looking for an experienced and highly motivated MEP Commissioning Manager to join our team in Riyadh, supporting the delivery of large-scale mission critical and data center developments. The successful candidate will lead all commissioning activities across mechanical, electrical, plumbing, ELV, and specialist systems from construction through integrated systems testing and handover.
This role will suit a technically strong commissioning professional with extensive data center experience and a proven track record delivering complex projects within international consultancy or client-side environments.
The position offers the opportunity to work within a Western-managed project management consultancy on some of the region’s most high-profile digital infrastructure developments.
Key Responsibilities Commissioning Leadership
  • Develop and manage the overall commissioning strategy, procedures, and execution plans for data center projects.
  • Lead commissioning activities from design review through pre-functional testing, functional performance testing, integrated systems testing (IST), and final handover.
  • Coordinate commissioning activities across all MEP disciplines and specialist vendors.
  • Ensure all systems are commissioned in accordance with project specifications, client requirements, international standards, and operational readiness objectives.
Technical Oversight
  • Review design documentation, shop drawings, method statements, ITPs, and commissioning scripts.
  • Manage commissioning sequencing and systemization processes.
  • Oversee testing and commissioning of:
    • HV/LV electrical systems
    • UPS systems
    • Generators and fuel systems
    • Chilled water and CRAH/CRAC systems
    • BMS and EPMS systems
    • Fire detection and suppression systems
    • ELV and ICT systems
  • Lead Integrated Systems Testing (IST) and Level 1–5 commissioning activities.
Project Coordination
  • Interface with clients, contractors, design consultants, vendors, and authorities.
  • Chair commissioning meetings and produce regular progress reports.
  • Monitor commissioning schedules and identify risks to project delivery.
  • Support construction and project management teams to ensure smooth transition from installation to operational readiness.
Quality & Compliance
  • Ensure compliance with international standards including ASHRAE, NFPA, BICSI, Uptime Institute, and relevant local regulations.
  • Maintain comprehensive commissioning documentation, checklists, and turnover packages.
  • Ensure health, safety, and quality standards are consistently implemented across all commissioning activities.
Candidate Requirements Essential
  • Degree qualified in Mechanical or Electrical Engineering.
  • Minimum 10–15 years’ experience in MEP commissioning.
  • Minimum 5 years’ experience delivering data center or mission critical projects.
  • Strong understanding of commissioning processes for Tier III / Tier IV facilities.
  • Experience managing commissioning teams on large-scale international projects.
  • Excellent stakeholder management and communication skills.
  • Fluent English communication skills, both written and verbal.
Preferred
  • Previous Middle East experience, preferably Saudi Arabia or GCC.
  • Experience working for an international PMC, consultancy, or client-side organization.
  • Knowledge of Uptime Institute commissioning requirements.
  • Professional certifications such as CxA, LEED, BICSI, or PMP are advantageous.
