Role Purpose
The Test & Commissioning Manager is responsible for planning, managing, and
executing testing and commissioning activities for smart city software
platforms and associated field hardware deployments. This role leads internal
testers and external vendors to ensure integrated systems are delivered on
time, meet quality standards, and comply with technical and regulatory
requirements.
Key Responsibilities
Test
& Commissioning Management
- Develop and execute test and commissioning strategies for smart city applications, platforms, and site hardware.
- Plan system integration testing (SIT), user acceptance testing (UAT), and site acceptance testing (SAT).
- Define test plans, test cases, procedures, and acceptance criteria.
- Ensure end-to-end validation of software, hardware, network, and IoT integrations.
Team
& Vendor Leadership
- Lead, mentor, and manage a team of testers and commissioning engineers.
- Coordinate and supervise third-party vendors and system integrators.
- Assign tasks, track progress, and ensure timely delivery of testing activities.
- Act as the primary point of contact for testing and commissioning across stakeholders.
Smart
City Software & Hardware Testing
- Oversee testing of smart city applications such as Building Management System, Traffic management, Surveillance, Lighting, Utilities, Parking, command & control platforms, and analytics dashboards.
- Manage commissioning of site hardware including sensors, cameras, controllers, communication devices, and edge equipment.
- Ensure seamless integration between field devices, backend systems, and cloud platforms.
Quality,
Risk & Issue Management
- Identify defects, risks, and non-conformities; ensure proper tracking and resolution.
- Work closely with development, deployment, and operations teams to resolve issues.
- Ensure compliance with project specifications, safety standards, and regulatory requirements.
Documentation
& Reporting
- Prepare commissioning reports, test results, punch lists, and sign-off documents.
- Maintain detailed documentation for testing procedures and outcomes.
- Provide regular status updates to project managers and senior stakeholders.
RequirementsRequired
Skills & Qualifications
- Bachelor’s degree in Engineering, Computer Science, Electronics, IT, or related field.
- 8+ years of experience in testing and commissioning, system integration, or large-scale technology projects.
- Strong experience with smart city systems, IoT platforms, or large enterprise software.
- Hands-on knowledge of software testing methodologies (SIT, UAT, regression, performance).
- Experience with field hardware commissioning and site deployments.
- Proven ability to manage cross-functional teams and external vendors.
- Strong understanding of networking, APIs, databases, and system integrations.
- Excellent communication, coordination, and documentation skills.
Preferred
Qualifications
- Experience working on government or municipal smart city projects.
- Familiarity with cloud platforms, SCADA, GIS, CCTV, or IoT frameworks.
- Certification in testing, project management, or commissioning is a plus.
