Job description

Primary Purpose of the Job

Manage and conduct marine inspections and audits on vessels contracted or operating within QatarEnergy’s areas to ensure compliance with international, regional, local, and contractual standards.
Oversee Port State Control inspections, OVID audits, and DP trials to safeguard operational integrity, prevent substandard vessels from operating, and uphold safety, environmental, and regulatory requirements.



Required Experience and Skills
  • Fully familiar with movement of floating units and all aspects of marine operations connected with the offshore industry including PSV, AHTS, offshore construction vessels, Heavy Lift Vessels/Barges/JUB/Diving & ROV vessels, rig moving, support operations, and marine investigation.
  • Considerable knowledge of seaport rules, regulations, policies, and procedures pertaining to vessel movements, port and cargo operation activities, and offshore operations with a good working knowledge of regulations for the Offshore Industry.
  • Strong knowledge of class rules, flag state requirements, IMO/IACS standards, and offshore marine regulations.
  • Conduct inspections of marine units and follow up audits and surveys to ensure compliance with industry standards and company contract requirements.
  • Ability to write technical documents, reports, Memo, presentations, and review such documents effectively.
  • Develop, review, and maintain company marine standards and procedures.
  • Assess the competency and qualifications of vessel crew key personnel assigned to contracted vessels.
  • Participate in workshops & meetings as a key department representative.
  • Implement HSE policies and encourage a safe HSE culture.
  • Excellent problem-solving and organizational skills and ability to manage priorities.
  • Excellent written and verbal communication skills in English.
  • Proficient in MS Office applications.

Educational Qualifications
  • STCW Chief Engineer Certificate of Competency (STCW III/2) with minimum 10 years’ relevant experience in Offshore/Oil & Gas operations, including 3 years as Chief Engineer on offshore vessels and marine operations.
  • Preferable experience on Dynamic Positioning vessels (DP2, DP3 Class) with significant sailing experience on more than one of the following: Offshore Supply Vessels, AHTS, ASD Tug, rig move/towing, Jack-up barge, or subsea vessels.
  • OCIMF Accredited OVID Inspector or adequate experience to support accreditation.
  • Background in Marine Surveying, vessel chartering inspections, Marine Quality Assessment Auditing, Port State Control, OVID, and Accident Investigation.
