Position: Proposal Engineer – Mechanical (Water & Wastewater)
Department: Proposals / Estimation
Reports to: Divisional Manager


Role Purpose


The Proposal Engineer (Mechanical) is responsible for preparing competitive and compliant technical and commercial proposals for Water and Wastewater treatment projects tenders. The role involves detailed study of tender documents, mechanical design review, cost estimation, vendor coordination, and preparation of complete bid submissions in line with client and regulatory requirements.


Key Responsibilities


Tender & Proposal Management


  • Review tender documents (RFP, ITT, BOQ, specifications, drawings) related to water and wastewater projects.
  • Prepare complete technical proposals covering mechanical scope such as pumping systems, piping, valves, treatment equipment, and mechanical packages.
  • Coordinate with civil, electrical, instrumentation, and process teams to ensure integrated and compliant proposals.
  • Prepare clarifications, deviations, and compliance statements as required.

Mechanical Engineering & Design Support


  • Develop preliminary mechanical designs, layouts, and equipment sizing based on tender requirements.
  • Evaluate mechanical system concepts for WTP, STP, TSE, desalination, and pumping station projects.
  • Ensure compliance with international codes and standards (ISO, ASME, AWWA, API, etc.).

Costing & Commercial Inputs


  • Prepare mechanical BOQs and cost estimates.
  • Obtain quotations from vendors and subcontractors and conduct techno-commercial evaluations.
  • Support value engineering and cost-optimization exercises.

Vendor & Subcontractor Coordination


  • Liaise with OEMs and suppliers for pumps, blowers, mixers, screens, valves, and other mechanical equipment.
  • Review vendor technical submissions for compliance with tender specifications.

Documentation & Submission


  • Compile proposal documents including data sheets, method statements, equipment lists, and drawings.
  • Ensure timely submission of tenders in coordination with the proposal team.
  • Maintain tender records, cost databases, and lessons-learned documentation.

Job Criteria / Selection Criteria


Educational Qualification


  • Bachelor’s Degree in Mechanical Engineering (mandatory).

Experience


  • Minimum 4-6 years of experience in proposal / tender engineering for Water & Wastewater projects.
  • Proven experience in preparing bids for:
    • Water Treatment Plants (WTP)
    • Sewage Treatment Plants (STP)
    • Pumping Stations
    • RO Plants
    • TSE / Industrial wastewater projects
  • Experience in GCC / Middle East projects is an added advantage.

Technical Skills


  • Strong knowledge of mechanical systems in water and wastewater treatment.
  • Familiarity with pumps, piping systems, valves, screens, blowers, mixers, and treatment equipment.
  • Ability to read and interpret P&IDs, GA drawings, and specifications.
  • Knowledge of relevant standards and codes (AWWA, ISO, ASME, API).

Proposal & Commercial Skills


  • Experience in BOQ preparation, cost estimation, and vendor evaluation.
  • Ability to prepare clear compliance matrices, deviations, and clarifications.
  • Understanding of contract conditions and tender commercial requirements.

Software Skills


  • Proficiency in MS Excel, Word, PowerPoint.
  • Working knowledge of AutoCAD (preferred).
  • Experience with estimation tools or ERP systems is an advantage.
