Job description

Primary Purpose of the Job
The position is responsible for leading workforce planning across Direct Hire and Call-off resources, including manpower allocation, project administration, mobilization logistics, and resource optimization. It also oversees the management and administration of manpower call-off contracts, provides human resources support, ensures translation services, and supervises office facilities for the Projects, Engineering & Procurement Services Directorate to support the achievement of project delivery objectives.

Required Experience and Skills
  • 10 years of work experience is essential, with at least 7-8 years’ experience in oil and gas, LNG, Refinery, Petrochemical or energy projects.
  • Develop and implement integrated manpower and resource planning strategies to support multiple oil and gas projects.


  • Coordinate mobilization and demobilization plans for project personnel (Direct Hire and Call-off), and provide management with effective resource utilization strategies.


  • Oversee project administration activities, including recruitment, onboarding, and record management for Direct Hire and Call-off personnel. Ensure comprehensive administrative support for all staff, including those on international assignments.


  • Participate in project planning meetings, progress reviews, and manpower forecasting sessions. Prepare and present periodic reports on manpower status, resource utilization, vacancies, mobilization plans, and staffing forecasts.


  • Manage and administer manpower call-off contracts, providing corporate support to various QatarEnergy Directorates to fulfill resource requirements while ensuring accurate documentation and record-keeping.


  • Provide management with well-informed, cost-effective recommendations related to call-off manpower contracts and associated decisions.


  • Supervise the preparation and timely issuance of call-off contract tender documents. Co-chair technical evaluations of contractor bids and ensure compliance with contractual terms and QatarEnergy procedures. Oversee contract administration, including the review and endorsement of Work Change Requests (WCRs), Release Orders (ROs), General Tender Committee (GTC) submissions, and Variations to Contract (VTCs) in line with approved guidelines.


  • Monitor contractor performance and ensure the preparation and submission of quarterly performance reports to management. Handle contract-related issues, including conflict resolution and claims, and provide expert clarifications on contractual matters.


  • Provide guidance to Projects, Engineering & Procurement Services Directorate departments on organizational and resource management processes. This includes initiating SDS requests, coordinating with HR on job evaluations, promotions, transfers, reassignments, and contract or retirement extensions.


  • Supervise and ensure accurate bilingual translation (Arabic–English and vice versa) support across Directorate departments.


  • Ensure effective implementation of manpower and administrative policies and procedures within the Directorate. Contribute to the development and enhancement of work instructions, guidelines, and internal procedures to improve business processes.




Educational Qualifications
  • Bachelor’s degree in engineering discipline/ business administration or equivalent is essential.
  • At least 5 years in leadership position in resource planning and/or project administration.
  • Good experience in organizational, analytical, presentation and multi-tasking skills which include problem solving and decision-making.
  • Must be computer literate with advanced MS office and reporting tools working experience.
