Our client, a leading global IT services company, is hiring a Program Manager – Telecoms to lead delivery on a strategic, long-running engagement with one of the Netherlands’ largest telecommunications operators. This is a permanent, on-site/hybrid role with direct accountability for programme delivery, executive stakeholder governance, and multi-vendor coordination across complex BSS, OSS, and digital transformation initiatives.You will be the senior delivery interface between our client and the operator’s technology and business leadership. You’ll work alongside the operator’s CIO, programme directors, product owners, and architects, while orchestrating onshore and offshore delivery teams to meet measurable business outcomes — on time, on budget, and with quality.

Key responsibilities

• Own end-to-end delivery of multi-million-euro telco transformation programmes spanning BSS (CRM, billing, order management), OSS (provisioning, service assurance), network modernisation, and cloud migration. Serve as the primary stakeholder management lead — building trusted relationships with the operator’s senior leadership, business owners, and architecture community.
  
• Coordinate multi-vendor delivery: onshore and offshore delivery teams, other system integrators, product vendors, and the operator’s internal organisation.
  
• Establish and run programme governance — steering committees, risk and issue management, dependency tracking, KPI dashboards, and financial reporting.
  
• Manage programme budgets, forecasts, commercial change controls, and contractual commitments.
  
• Lead Agile/SAFe delivery at scale across distributed teams; champion DevOps, CI/CD, and automation practices.
  
• Drive continuous improvement in delivery efficiency, quality, and customer satisfaction.
  
• Mentor and develop programme and project managers within the account.
  
• Support account growth — identify opportunities, contribute to proposals and pre-sales engagements. 
  

What we’re looking for

• 12+ years in IT and telco programme management, with at least 5 years delivering for European Tier 1 telecommunications operators.
  
• Background at a major global system integrator — essential
  
• Demonstrable track record leading large-scale BSS, OSS, or digital telco transformation programmes
  
• Strong executive stakeholder management — comfortable in Director and C-level conversations as well as detailed delivery reviews.
  
• Familiarity with telco product stacks such as Oracle BRM, Netcracker, Amdocs, Siebel, Ericsson, or Huawei, and with TM Forum frameworks (eTOM, ODA, Open APIs).
  
• Experience operating within an onshore–offshore delivery model.
  
• Programme management credentials — PMP, PgMP, PRINCE2, MSP, SAFe, or equivalent.
  
• Excellent spoken and written English; comfortable working in a Dutch business culture.
  
• Based in the Netherlands or willing to relocate; valid right to work in the EU.
  

Nice to have

• Prior experience delivering programmes for Tier 1 Dutch telecom operators
  
• Dutch language ability at any level
  
• Cloud transformation experience (AWS, Azure, or OCI) and exposure to AI/GenAI use cases in telecom.
