About the Job: We’re seeking a Senior Java Developer to assist in the design and implementation of a property notification system for the Iowa Land Records platform.
This system will monitor newly recorded land records and notify registered users when documents are recorded that match specified names.
The role involves developing backend services, database integrations, and supporting UI components within an existing enterprise platform used by counties across Iowa.
You will work closely with the ESS technical team and Cott architecture leadership to build a reliable, scalable notification service integrated with the ILR search application.
Responsibilities Design and implement backend services for a land records notification system Develop scheduled matching logic to identify newly recorded documents matching userdefined name profiles Build APIs and services using Java, Spring Boot, and REST Design and implement database structures supporting monitored names, notification history, and retention policies Implement notification delivery via email using templated messages Ensure notification processing does not impact performance of the existing search application Support development of user-facing features for managing notification profiles and viewing notification history Develop administrative tools for monitoring and reporting on notifications Participate in code reviews, testing, and documentation Collaborate with internal ESS developers and technical leadership 5+ years professional Java development experience Strong experience with Spring Boot and REST API development Experience designing and optimizing relational databases (DB2, PostgreSQL, or similar) Experience developing applications in Linux environments Familiarity with JSON-based APIs and data processing Experience building scalable backend services for high-volume data systems Ability to translate functional specifications into production-ready code Preferred Qualifications Experience with Hibernate/JPA Experience with enterprise search or matching systems Familiarity with ActiveMQ or message-driven architectures Experience developing applications using Thymeleaf or Bootstrap Experience working in public sector or government systems Familiarity with CI/CD pipelines (Jenkins) and Git-based workflows
