Job description
On behalf of our client who is in the construction industry, we are looking for a highly experienced and proactive HR Manager to oversee all human resources functions in our organization, with a primary focus on governmental services, compliance, and labor regulations. The ideal candidate must possess deep knowledge of local labor laws, immigration procedures, visa and residency processing, and liaison with government authorities. In addition to the core HR responsibilities, the role requires strong coordination with ministries, public sector offices, and legal entities to ensure full compliance and smooth HR operations, especially for a workforce in the construction sector.
Key Responsibilities:
Governmental Services & Compliance
- Manage all government-related processes including:
- Work permits, residency renewals, visa processing, and sponsorship transfers.
- Registration with labor authorities, social security, civil ID, and health insurance systems.
- Serve as the primary liaison with ministries, immigration offices, labor departments, and other public institutions.
- Ensure full compliance with labor laws, GOSI/social insurance regulations, and legal frameworks.
- Handle documentation for project-based manpower mobilization, site permits, and clearance requirements.
- Stay up to date with regulatory changes and proactively address any legal or compliance risks.
Human Resources Management
- Oversee end-to-end HR functions including recruitment, onboarding, performance management, training, and employee relations.
- Develop and enforce HR policies and procedures in alignment with legal requirements and business needs.
- Support project teams in manpower planning, deployment, and HR support for site operations.
- Manage employee records, leave administration, contracts, and payroll coordination (in line with legal standards).
Employee Relations & Culture
- Address employee issues and grievances in a fair and lawful manner.
- Foster a compliant and productive work environment with an emphasis on fairness, accountability, and performance.
- Guide and coach line managers on HR and regulatory matters.
HR Systems & Administration
- Maintain accurate documentation for audits and inspections.
- Ensure proper implementation of HR systems (manual or digital) to streamline documentation and governmental reporting.
