Responsibilities:
  • to support the zero harm objective of the Company's Engineering Design by implementing the LLP Management System
  • facilitates the delivery of effective, timely technical safety support to the Company, ensuring that all risks are managed according to the LLP MS
  • additionally the incumbent shall support risk and safety engineering aspects of design, fabrication, construction and production activities
  • exhibit safe behaviours at all times when on company property and/or on company business
  • comply with all LLP policies and regulations
  • apply the LLP Management System as appropriate to the relevant area of the business
  • provide safety engineering advice across the Company to ensure that risks to personnel are reduced to a level that is as low as reasonably practicable (ALARP), thereby ensuring compliance with relevant regulations and company policies
  • act as HSE/ TS Technical Authority providing input in design and applying RoK and company standards
  • provide input to and attend and close out HAZID, HAZOP and SIL, LOPA studies; provide specialist expertise to asset/project teams in relation to major accident hazards, QRA, safety critical elements and safety case input
  • risk Assessment expertise in technical and construction risk assessments is required
  • leading members of the project group in executing engineering hazard management and formal safety assessment tasks in support of field projects, medium / small engineering modifications and consultancy studies
  • where appropriate, engage with and support external consultants / contractors to carry out specialist studies, to ensure delivery of quality safety engineering support in all relevant areas
  • implement with the principles of LLP management issues during Concept, FEED and EPC phases into EPC works
  • provide guidance on process / technical safety design aspects of development projects
  • assisting line management and the LLP team on the Company's safety issues
  • when called upon, participate in accident / incident investigation, employing appropriate recognized techniques, to ensure root causes are identified and remedial actions implemented
  • maintain awareness of and provide advice on relevant new / emerging regulations and support any consultation processes, to ensure Company is well positioned to manage any impact
  • provide advocacy in relation to technical safety improvements and deployment of new tools and techniques, to ensure good engineering practice is maintained and to promote continuous improvement as demanded by the company’s management systems
  • form part of the LLP Emergency Response Team as required by company emergency response procedures
  • prepared to undertake continuous professional development (CPD) via company PEER to PEER relationships or industry awareness to ensure that the Company is a leader rather than a follower in adopting and implementing improved safety practices in their developments and subsequent operations
  • provide Technical Safety Engineering support to LLP function, assets and projects ranging from Select Phase to Operations Support
  • progression to become Lead for Technical Safety Engineering
  • provide advice and guidance to LLP projects and assets on the risk mitigation measures required for operational and integrity related Technical/Process Safety issues
  • contributing to LLP standards and update of relevant safety engineering standards
  • work with specialist Technical Safety Engineering Contractors, including work planning and prioritization, QA, and budgetary control
  • participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed                                                                                    

Qualifications:
  • Degree qualification in an engineering discipline is essential
  • Significant experience in production or engineering of oil and gas facilities, including considerable experience in Technical Safety Engineering
  • Knowledge of Hazardous Area Classification, preparation of Hazardous Area Classification Datasheets and Hazardous Area Schedule
  • Knowledge of Physical Effects Modeling and Quantitative Risk Assessment
  • Knowledge of Fire & Gas Mapping
  • Knowledge of Emergency, Evacuation, Rescue Analysis
  • Knowledge of Safety Equipment and Safety Signs
  • Experience with Safe Facilities Site Layout and to demonstrate Safety In Design
  • Proven ability to prepare, attend and closeout Technical Safety Engineering workshops, such as HAZID, Bow-Ties, ALARP, SIMOPs, and Facility Layout and Siting
  • Skilled in developing ALARP demonstrations for Technical/Process Safety risks and developing HSE Cases
  • Knowledge of RoK standards and guidelines, including Sour Gas design and operations standards and guidelines
  • Experience with Project Technical Safety Management Implementation and Project Execution
  • Knowledge of Active and Passive Fire Protection standards and guidelines along with experience in Firewater Hydraulic Analysis
