Job Purpose



Lead and optimize the end-to-end procurement and material management activities for the KBR-IFMS Project in Basra. Drive strategic sourcing, supplier partnerships, compliance, and performance management to ensure timely delivery of materials and services at optimal cost and quality, while supporting overall project objectives and safety standards.



Key Responsibilities



  • Develop and execute the procurement strategy for the project, aligning with budget, schedule, and scope requirements.
  • Lead and mentor the Material Management, Logistics, Compliance, Vendor Management, Supply Chain, Contracts Management, and Facility Management procurement teams.
  • oversee supplier selection, onboarding, qualification, and performance evaluation; establish and manage key supplier relationships.
  • Manage end-to-end procurement processes: demand planning, RFQs/RFPs, bid analysis, negotiations, award recommendations, and contract administration.
  • Ensure compliance with all applicable laws, company policies, and project-specific standards (ethics, anti-corruption, HSE).
  • Develop and monitor KPIs for procurement and logistics performance; drive continuous improvement initiatives.
  • Coordinate with project controls, engineering, and operations to ensure alignment of procurement activities with project milestones.
  • Manage risk mitigation strategies related to supply continuity, lead times, and supplier risk.
  • Lead and oversee contract management activities, including development of contract terms, change management, and claims mitigation.
  • Ensure accurate material master data, purchase orders, and documentation; maintain audit trails for all procurement activities.
  • Optimize inventory levels, warehousing, and logistics to support site operations and facility management.
  • Prepare and present regular procurement status reports to project leadership and stakeholders.
  • Promote a culture of safety and quality across all procurement operations.

Qualifications



  • Bachelor’s degree in a relevant field (e.g., Supply Chain Management, Procurement, Engineering, Business Administration).
  • Minimum 15 years of experience in managing teams across Material Management, Logistics, Compliance, Vendor Management, Supply Chain, Contracts Management, and Procurement for Facility Management or related sectors.
  • Proven track record in large-scale project procurement, preferably in oil & gas, industrial, or defense environments (onshore/offshore experience a plus).
  • Strong understanding of international and local procurement processes, regulatory requirements, and contract law.

Technical Skills



  • Strategic sourcing and supplier relationship management
  • End-to-end procurement lifecycle (requirements, RFx, evaluation, award, contract management)
  • Contract law and commercial management
  • Vendor risk management and compliance (anti-corruption, ethics, HSE)
  • Materials management, inventory optimization, and logistics planning
  • Data analysis, KPIs, and performance reporting
  • ERP/Procurement Systems (e.g., SAP MM/Ariba or equivalents)
  • Change management and claims mitigation
  • Strong negotiation, communication, and leadership skills
  • Familiarity with Basra/Iraq local market dynamics and regulatory environment is advantageous
