Project Summary: The Department of State’s Bureau of Counterterrorism (CT) is funding an opportunity to protect American economic interests, personnel, and national security by supporting the Government of Iraq’s (GOI) capabilities to counter unmanned aircraft systems (C-UAS) threats while simultaneously advancing Iraqi security forces’ capability to protect critical infrastructure.
This program, titled “Protecting U.
S. Critical Energy Investments Through C‑UAS and UAS Surveillance Capabilities in Iraq,” will deliver concrete returns for American taxpayers by safeguarding U.
S. commercial investments in Iraq’s energy sector and reducing threats to American personnel from Iran and Iran-Aligned Militia Groups (IAMGs).
Position Summary: The Instructional Design & Curriculum Advisor leads the design, development, and refinement of training curricula and learning materials for C‑UAS and UAS surveillance activities.
The Advisor works closely with technical subject matter experts (SMEs), the Technical Program Manager, and Iraqi counterparts to institutionalize training and support long‑term sustainability.

General Duties and Responsibilities: Design and refine comprehensive training curricula, lesson plans, and instructional materials.
Apply adult learning principles and best practices to technical security training.
Ensure curricula meet CT review and approval requirements prior to delivery.
Integrate train‑the‑trainer approaches to support institutionalization within Iraqi systems.
Adapt training materials for federal Iraqi and Kurdistan Regional Government (KRG) audiences, as appropriate.
Coordinate closely with Technical SMEs to translate complex technical content into effective learning products.
Support development of assessment tools, pre‑/post‑tests, and training evaluations.
Incorporate feedback from CT, U.
S. Mission Iraq (USMI), and participants into iterative curriculum improvements.
Contribute to sustainability planning by aligning training with Iraqi law enforcement curricula.
Required Skills and Competencies Advanced instructional design and curriculum development expertise.
Strong collaboration skills with technical and operational experts.
Excellent writing and content‑development skills.
Ability to design training for diverse audiences in complex environments.
Minimum Education and Experience Master’s degree in instructional design, education, learning sciences, or related field.
Minimum of 8 years of experience designing training programs for security, law enforcement, or defense audiences.
Demonstrated experience supporting donor‑funded or U.
S. Government–funded training programs.
Experience working in international or fragile contexts strongly preferred.
Required Security Clearance: U.
S. and/or Iraqi Citizenship.
Active Secret-level clearance or ability to obtain an interim Secret clearance.
