Position Summary: The Finance & Operations Officer supports effective and compliant program implementation by managing financial, administrative, and operational systems across both Federal Iraq and the Kurdistan Region in close coordination with in‑country leadership, Q2IMPACT headquarters, and implementing partners.
This position plays a critical enabling role in ensuring that program activities can be executed seamlessly across jurisdictions, supporting coordination with Government of Iraq (GOI) and Kurdistan Regional Government (KRG) institutions while maintaining full compliance with U.
S. Department of State cooperative agreement requirements.
The role ensures that financial management, logistics, procurement, and operational support systems enable timely delivery of training, mentoring, and stakeholder engagement activities in complex, high‑threat environments.

Working Conditions and Required Equipment The incumbent in these positions will work in a professional office environment and will utilize thefollowing equipment when working Computer (laptop or desktop) Printer/Photocopier/Scanner/Fax Telephone Other (Specify if any) PPE stipend and office materials stipend provided General Duties and Responsibilities: Manage day‑to‑day financial operations, including budget execution, expense tracking, and reconciliation, in coordination with Q2IMPACT headquarters.
Maintain financial and administrative documentation required for Department of State reporting, audits, and monitoring.
Facilitate and support program activities across Federal Iraq and the Kurdistan Region, including managing administrative and logistical requirements associated with operating across distinct government structures.
Coordinate program logistics, travel, facilities, and local service providers to support trainings, mentoring activities, and stakeholder engagements.
Support procurement and vendor management in compliance with U.
S. Government and Department of State regulations.
Liaise with GOI and KRG administrative counterparts as needed to enable access, movement, and operational support for program activities.
Coordinate closely with in‑country leadership to ensure operational plans are feasible within local administrative and regulatory constraints.
Serve as a primary in-country interface between program staff and Q2IMPACT headquarters on finance, compliance, and operational issues.
Support establishment and maintenance of local operational systems, including office administration and support services.
Required Skills and Competencies Strong financial and operational management skills in complex, multi‑stakeholder environments.
Demonstrated ability to manage administrative and logistical functions across multiple governmental jurisdictions.
Working knowledge of U.
S. Department of State cooperative agreements and compliance requirements.
Strong coordination, organizational, and problem‑solving skills.
Ability to operate effectively in politically sensitive and security‑constrained contexts.
Minimum Education and Experience Bachelor’s degree in finance, accounting, business administration, international relations, or a related field.
Minimum 5 years of experience supporting U.
S. Government–funded programs, including Department of State–funded awards.
Prior experience supporting programs operating in Iraq or similarly complex environments strongly preferred.
Familiarity with 2 CFR 200 and Department of State financial and administrative requirements preferred.
Experience coordinating operations with foreign government institutions, including civilian security or interior ministries, desirable.
