Position Summary: The Deputy Technical Program Manager / Senior Embedded Mentor (DTPM/SEM) supports the Technical Program Manager in the execution, coordination, and delivery of all program activities and serves as the senior on‑site technical lead for activities in the Kurdistan Region.
The DTPM/SEM oversees day‑to‑day implementation of C‑UAS and UAS surveillance mentoring and training activities, supervises embedded mentors, and ensures technical quality, consistency, and adherence to CT‑approved curricula, operational concepts, and cooperative agreement requirements.
Working in close coordination with the Technical Program Manager, the DTPM/SEM supports engagement with U.
S. Mission Iraq (USMI), Kurdistan Regional Government (KRG) counterparts, and implementing partners, contributes to planning, reporting, and risk management, and assumes acting Technical Program Manager responsibilities as required to ensure continuity of leadership, client coordination, and program delivery.

General Duties and Responsibilities: Lead day‑to‑day implementation of mentoring and training activities in the Kurdistan Region.
Supervise Embedded Mentors and provide technical guidance, coaching, and quality assurance.
Support mentor development and train‑the‑mentor processes.
Coordinate program activities with Kurdistan Regional Government civilian security counterparts.
Facilitate information sharing and synchronization with Federal Iraqi counterparts as directed by CT.
Contribute to development, adaptation, and delivery of technical curricula and mentoring frameworks.
Assist with reporting, risk management, and preparation of technical deliverables.
Support long‑term sustainment planning and transition to Kurdish‑led operations.
Serve as acting Technical Program Manager when required.
Required Skills and Competencies Strong field leadership and technical mentoring skills.
Experience supervising and developing operational or technical staff.
Demonstrated understanding of C‑UAS and/or UAS surveillance concepts.
Ability to operate effectively in politically sensitive environments.
Strong communication and coordination skills.
Experience conducting classroom and field training.
Minimum Education and Experience Bachelor’s degree in a relevant field or equivalent professional experience (Master’s preferred).
4–7 years of experience supporting counterterrorism, security cooperation, or capacity‑building programs.
Prior field experience mentoring or advising foreign security forces preferred.
Significant field experience in Iraq or Kurdistan region preferred.
