Technical Program Manager

Overview

We are seeking a senior Technical Program Manager to lead critical enterprise platforms, including Identity & Access Management (IAM) systems, self-service full-stack platforms, and Atlassian Jira Cloud–based tools and services used across the organization. The role blends technical depth, platform ownership, and program leadership to ensure secure, scalable, and reliable platforms that support business, engineering, and security needs at scale.

Key Responsibilities

Program & Delivery Management
• Lead multiple interconnected programs spanning IAM development teams, self-service full-stack teams, and Atlassian Jira/Confluence Cloud services.
• Manage cross-team dependencies and delivery within SAFe / Agile at scale.
• Translate business, security, and operational requirements into executable technical plans.
• Identify and mitigate delivery, architectural, vendor, and operational risks.
• Track and report delivery progress, platform health, adoption, and KPIs.
• Partner with Product Management, System Architects, and Business Owners to ensure alignment and value delivery.

Engineering & Stakeholder Collaboration
• Act as the primary interface between engineering teams, business units, and senior leadership.
• Facilitate technical discussions and decision-making across architecture and platform trade-offs.
• Enable engineering teams by removing blockers and improving delivery flow.
• Drive enterprise rollout, adoption, migrations, and change management.

SAFe & Agile Practices
•    Coach Scrum Masters, Product Owners, and teams on SAFe and Agile best practices
•    Manage and escalate program level risks, dependencies, and impediments
•    Support PI execution, tracking objectives, milestones, and delivery outcomes
•    Promote transparency through program metrics (predictability, flow, quality, velocity)
•    Drive continuous improvement and Agile maturity at team and ART levels
•    Support change management and Lean Agile leadership behaviors

Experience

• 9+ years of experience in technical program or program management delivering large-scale platforms.
• Strong experience with IAM platforms, cloud-hosted enterprise systems, and full-stack or self-service teams.
• Experience managing SaaS platforms and vendors; Atlassian Cloud experience preferred.
• Extensive experience with SAFe and Agile methodologies, demonstrating the ability to implement and optimize these frameworks across multiple teams and programs.
• Demonstrated experience in team coaching, mentoring, and developing high-performing teams, fostering a culture of continuous improvement and self-organization.

• Strong technical acumen with understanding of system architecture, APIs, integrations, and security models.

• Proficient in Jira and Confluence.
