Could you be the full-time Cybersecurity Bid Manager in [LOCATION] we’re looking for?
Performance Measurement/KPI’s
- Build the planning of the offer integrating all cybersecurity activities and deliverables (launch meeting, Cyber DR, Cyber QCD) to build a complete QCD for cybersecurity.
- The scope covers both tenders integrated in overall Alstom offers and standalone cybersecurity offers/ Small Orders
- Carry out the costing of cyber activities to be executed during project execution to meet the customer requirements/expectations
- Ensure that the cybersecurity deliverables (Cyber DR, Clause by Clause, technical documentation for the client, Cyber QCD) are develop on time and with the right level of quality, leveraging on the existing cybersecurity department resources
- Build and update the costing proposal in the tender costing tool
- Prepare quick costing during pre-tendering phase, based on product cost database and project execution
- Support the bid manager in the preparation of the IFQ (Instruction For Quotation, in accordance with pricing strategy
- Define the cost structure for the bid according to RFP (terms and conditions, etc), sales requirements, etc
- Define target cost per activities and/or sub system, matching with winning price and identified gaps versus Reference Solution
- Lead cost estimation activities based on target cost approach with all participating units and métiers
- Lead cost improvement actions to reach tender cost /target price using all competitiveness levers, and challenge the contributors
- Collaborative work with central Finance team to calculate “other costs” (bonds, financing, hedging, insurance, taxes, etc)
- Consolidate tender costs commitment as per financial rules (in Mercury, Maco)
- Control the level of robustness of the costs (consistency between scope of work, costing received and planning )
- Support proactively the bid manager during the tender validation process
- Prepare the Costing package for TRM (Tender Review Meeting) (cost analysis/bridges, standard report, cash curve, etc), and support the tender leader on the preparation of the pricing sheet for the customer
- Lead cost estimation activities for changes discussed with the customer during negotiation phase and update the cost commitment
- Transfer tender costing data (with related assumptions) to Project (TTM / Tender Transfer Meeting) + variance analysis (TRM-->TTM)
- Support on demand the Project team on costing for variation orders
- Support REX to help the creation of “cybersecurity” Reference Library for the platforms
- On "standalone cyber" offers, the costing will go up to a pricing aligned with project team, customer directors, and margin/pricing policies
Key Job Authorities and Dimensions
- Responsible of the Tender Design Review (TDR) & Quality Cost Delivery (QCD) of its Bids Cybersecurity Work Package.
Experience
- Experience with direct responsibility for hands on cyber architecture, design, development
- Experience related to Cybersecurity in general, deployment experience of security technologies.
- QCD Management
- Desirable: Experience in embedded or industrial systems (railway / aeronautics ...)
