Amazon's Aviation Security (AvSec) team is seeking an experienced Risk Manager II to play a key role in safeguarding Amazon Air's expanding cargo transportation operations across India. This is an Individual Contributor role where you will own and manage aviation security risk programs — driving compliance, risk reduction, and operational excellence across Amazon Air's network.
You will operate within AvSec's four foundational pillars: Security Management Systems, Programs and Quality Assurance, Security Operations, and Credentialing. Working across multiple teams — including Operations, Legal, Regulatory, third-party air carrier security teams, and external service providers — you will deliver independently while developing deep subject matter expertise in international and Indian aviation security frameworks spanning ICAO, IATA, TSA, BCAS, and DGCA standards.
The successful candidate will serve as a point of contact for regulatory engagement, ensure compliance with established security policies and procedures, and develop and improve processes to ensure operational integrity. You must have a demonstrated ability to utilize security expertise to challenge conventional wisdom, think strategically, and communicate effectively.

Program / Project Ownership (IC)
● Own and drive aviation security risk program(s) where the risk strategy is defined, but business problems and solutions may not yet be defined — delivering independently while seeking direction as needed.
● Collaborate across multiple teams — including external service providers, third-party air carriers, regulators (DGCA, BCAS), and internal partner teams (Engineering, Legal, Operations).
● Coordinate overall schedules for risk mitigation projects, overcome issues, and keep scope under control.
● Drive team(s)/partners to meet goals through expertise and collaboration — not through organizational authority.
● Include buffer time and plan for the unexpected (e.g., escalations, security incidents, investigations).
Security Operations & Compliance
● Verify compliance with security procedures and regulatory standards, physical security design standards, and policies.
● Utilize Security Management Systems (SeMS) processes for risk identification, root cause analysis, and mitigation.
● Conduct visits, assessments, and audits of processes and records at Amazon Air cargo facilities.
● Drive creation of security and quality initiatives that continuously improve processes and mitigate deficiencies.
● Implement security and shrinkage control programs to protect assets from loss due to internal/external theft and operational issues.
● Manage timely, ethical, and professional investigations into security incidents and violations.
● Drive goal and regulation-based control outcomes and/or risk reduction across IATA security pillars — Aircraft Security, Cargo Screening, Chain of Custody, Facility Security, Personnel Security, and Training.
Security Risk Assessment & Mitigation
● Conduct Security Risk Assessments (SeRA) for charter operations, new routes, and air network expansions.
● Develop threat scenario analyses with likelihood and impact scoring to support mitigation strategy design.
● Measure and test processes or controls to inform product-level and program-level risk assessment.
● Identify and escalate potential gaps in risk assessment methodology, customer experience, and control effectiveness.
● Understand risk tolerance levels and make recommendations to partner teams based on data.
● Prevent or mitigate consequences of decisions that drive risk above tolerance levels.
Regulatory Engagement & Subject Matter Expertise
● Serve as Amazon's representative for regulatory inspections and inquiries by DGCA, BCAS, and other applicable authorities.
● Stay up to date on industry trends including changing regulations (ICAO Annex 17, IATA standards, Aircraft Security Rules 2023, FDI Policy 2020, NDI Rules), innovations in risk mitigation, and testing mechanisms.
● Investigate allegations of regulatory violations and mitigate regulatory enforcement.
● Partner with internal/external Legal teams, policy owners, and/or external regulators to fully understand and interpret laws, regulations, and business policies.
Strategic Thinking & Stakeholder Influence
● Focus on the larger picture — risk tolerance, customer experience, processes, opportunities, and regulatory engagement.
● Identify key performance indicators (KPIs) for your risk program driving risk reduction.
● Influence teams to adopt and maintain risk-reducing controls through data-driven documentation (e.g., competitor analysis, legislation interpretation, safety research, cost of avoidance).
● Educate partner teams on the current risk/regulatory environment to help them make informed trade-offs.
● Recognize when a proposed idea is too complex or risky and arrange additional stakeholder or sponsor reviews.
Communication & Documentation
● Drive detailed discussions and high-level alignment across cross-functional teams.
● Deliver clear and concise verbal and written communication — risk assessments, program requirements, roadmap narratives, and escalation responses.
● Trusted to present decisions to leaders up to 3 tiers above level as a subject matter expert.
● Contribute to program documentation including narratives, escalation responses, and risk assessments.
Continuous Improvement & Peer Development
● Improve controls, project, and process efficiency using risk-mitigation methodologies (e.g., risk assessments, Lean, Six Sigma).
● Optimize cross-team processes that improve team efficacy and delivery.
● Help recruit and interview for the team — participate in the hiring process.
● Begin informally mentoring and coaching peers — share knowledge and help develop others.
A day in the life
Begin the day by reviewing Aviation Security Control Center (ASCC) intelligence reports to assess threats affecting Amazon Air operations. Attend morning meetings with third-party air carrier security teams to review compliance status and evaluate charter request risk profiles. Lead Security Risk Assessment sessions with Operations, Legal, and Workplace Health & Safety partners — analyzing threats, calculating risk scores, and documenting mitigation strategies.
Drive timely decisions and clear blockers across cross-functional teams to keep risk mitigation projects on track. Afternoon focus on program documentation — updating Security Management System dashboards, preparing risk assessment narratives, documenting security incident lessons learned, and contributing to Standard Operating Procedures.
Coordinate with regulators (DGCA, BCAS) on compliance documentation and audit preparation. Collaborate with global Aviation Security teams across time zones, partnering with Amazon Air Operations, ACAR, and Ship With Amazon teams. Identify opportunities to improve controls and processes, and informally coach peers on risk management best practices.

The organization is committed to identifying and mitigating risk to people, Amazon assets, Amazon brand and regulatory compliance through the development, implementation, and continuous improvement of best-in-class aviation security procedures, standards and guardrails between which Amazon operates. By supporting our customer teams at fulfillment centers and AIR sites to implement process improvements, mitigate risk, resolve equipment issues, and implement new processes to improve performance, AvSec contributes to safe and secure transportation of air cargo to our customers.
- 4+ years of compliance program management, legal, governance, audit, risk/loss prevention, or equivalent experience
- 3+ years of program or project management experience
- Bachelor's degree or equivalent
- Experience with regulatory filings and reports or equivalent
- Experience establishing successful partnerships with internal and external teams to execute tactical initiatives or equivalent
- 3+ years of program requirements definition and data and metrics leveraging to drive improvements experience
- Professional auditing qualification, or similar risk or compliance credentials
- Experience with research and investigation skills or equivalent
