Shape the Future of Digital Railway Systems


We are looking for an experienced Program Group Manager – Network & Framework Systems to lead the development and delivery of next-generation digital infrastructure solutions that enable safe, connected, and intelligent railway systems.


This role sits at the heart of the transformation of railway signalling, where telecommunications, OT & IT platforms, cybersecurity, and software frameworks converge to create the digital backbone of modern transportation. You will drive complex development programs from strategy through deployment, ensuring excellence in Quality, Cost, Delivery, and Performance (QCDP) while leading multidisciplinary engineering teams across a global environment.


Reporting to the Technology Center Director, you will play a key role in delivering innovative solutions that support the transition toward FRMCS, connected trains, secure digital infrastructures, and modern signalling architectures.


Your Mission

As Program Group Manager, you will be accountable for the overall success of strategic development programs, ensuring that products and systems are delivered on time, within budget, and according to performance, safety, and quality objectives.


You will provide leadership across engineering disciplines, coordinate development activities, and ensure alignment between product strategy, innovation initiatives, and project deployment needs.


Key Responsibilities Program Leadership & Delivery
  • Own the overall Quality, Cost, Delivery, and Performance (QCDP) commitments of assigned programs.
  • Lead the execution of development roadmaps and ensure alignment with business, customer, and technology objectives.
  • Manage program planning, risks, opportunities, resource allocation, and budget performance.
  • Coordinate all Program Work Packages and ensure effective execution across engineering domains.
  • Ensure compliance with development processes, governance, and review milestones.
Strategy & Roadmap Management
  • Contribute to product and technology roadmap definition through Program Approval Boards and lifecycle decisions.
  • Translate strategic objectives into executable development plans.
  • Support innovation initiatives and the introduction of new technologies across the Network & Framework domain.
  • Drive continuous improvement initiatives to enhance competitiveness, efficiency, and delivery performance.
Stakeholder Management
  • Collaborate closely with Engineering teams, Design Authorities, Solution Managers, Project Engineering, Operations, and Industrial teams.
  • Act as a key interface with customers, suppliers, and external auditors.
  • Present program status, risks, and performance through Program Reviews and governance boards.
  • Ensure effective communication and alignment among all stakeholders.
Technical Leadership
  • Provide leadership on critical technical issues, including cybersecurity, availability, safety, and system integration challenges.
  • Support decision-making on complex engineering trade-offs.
  • Ensure design, peer review, and gate review decisions are implemented effectively.
  • Promote a strong systems engineering approach across the full development lifecycle.

Qualifications Required
  • Bachelor’s Degree in Engineering, Computer Science, Telecommunications, Systems Engineering, or a related scientific discipline.
  • 10+ years of professional experience in engineering, industrialization, systems development, or technical project environments.
  • 5+ years of experience in Program Management, Project Management, or Product Development leadership.
  • Experience managing engineering budgets, planning, risks, and resource allocation.
  • Strong understanding of full product and system development lifecycles.
  • Experience leading multidisciplinary technical teams.
  • Customer-facing experience with deliverables and scope management.
Preferred
  • Master’s Degree in Project Management or related field.
  • Experience in railway, transportation, automotive, aerospace, telecommunications, or digital infrastructure industries.
  • Knowledge of FRMCS, DCS, networking technologies, cybersecurity, OT/IT convergence, or software frameworks.
  • Safety-critical systems experience.
  • Understanding of R&D economics, investment decisions, and business cases.
  • Familiarity with modern development and systems engineering methodologies.
