Context

The Egyptian Electric Train (EET) Blue Line project is a pioneering high-speed rail initiative that aims to enhance public transportation connectivity to Upper Egypt, with a specific focus on reducing travel time and improving accessibility between key cities and regions. This project represents a significant advancement in Egypt’s rail infrastructure, contributing to economic development, regional integration, and sustainability through modern, energy-efficient transportation.



The Blue Line project encompasses the design, construction, and commissioning of a high-speed rail corridor that connects major urban centres, industrial zones, and residential areas, with critical stations and stops along the way.



The EET Blue Line project is poised to be a transformative element in Egypt’s national infrastructure, positioning the country at the forefront of modern, sustainable transportation solutions in the Middle East and Africa.




Missions/Main Duties

The Senior Quantity Surveyor (QS) will report to the Cost/QS Manager and will be responsible for providing accurate cost management and financial assessments throughout the lifecycle of the blue line high-speed rail project in Egypt. This role involves valuation and certification of completed work, cost estimation, and regular cost reporting to ensure efficient project delivery within budgetary constraints. The Quantity Surveyor will work closely with project stakeholders, including the client and contractors, to manage project costs and resolve commercial issues.



Key Responsibilities:



  • Quantity Take-Offs and Measurement:
    Conduct accurate quantity take-offs and measurements for various components of the high-speed rail project, including alignment earthworks, culverts, bridges, buildings (earthworks, structures and architecture) and MEPF. Collaborate with design teams to interpret technical drawings and specifications, and construction site teams.
  • Interim Payment Applications (IPAs):
    Prepare and review contractor IPAs, ensuring all work completed on-site aligns with Bo items, and certify payments. Communicate discrepancies and coordinate with the client and contractors to resolve any documentation or submission issues.
  • Cost Control and Reporting:
    Monitor project costs against budgets and forecast potential cost variations. Prepare regular cost reports, advising project management on any project deviations.
  • Cost Estimation and Budgeting:
    Prepare detailed cost estimates, budgets, and cost plans for construction and engineering activities related to high-speed rail infrastructure, including station construction, track alignment, bridges, and associated facilities.
  • Variation Management:
    Evaluate and validate variations and change orders. Prepare and submit recommendations for approval, ensuring all changes align with project specifications and budgets.
  • Stakeholder Coordination and Communication:
    Liaise with client representatives, contractors, design consultants and other stakeholders to resolve commercial issues and provide updates on project costs, progress, and budget forecasts. Maintain effective communication to facilitate timely and efficient decision-making.
  • Project Close-Out and Final Accounts:
    Assist in preparing final accounts and close-out documentation, ensuring accurate reporting and financial documentation for project completion.
Profile/Skills

Qualifications and Experience:



  • Bachelor’s degree in quantity surveying, Civil Engineering, or a related field.
  • 10-12 years of experience in quantity surveying, ideally within large infrastructure projects. Experience in rail or high-speed rail projects preferred.
  • Proficiency in Microsoft Office suite and AutoCAD, familiarity with Tekla or Civil 3D is an asset.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Egyptian nationals with very good command of English language

  • Attention to Detail: Ability to perform detailed assessments and ensure accuracy in quantity take-offs and cost estimate.
  • Financial Acumen: Strong understanding of financial principles related to budgeting, cost control, and reporting.
  • Technical Understanding: Familiarity with engineering and construction techniques, preferably in rail infrastructure.
  • Problem Solving: Strong problem-solving skills, with the ability to address financial and commercial challenges proactively.
  • Team Collaboration: Demonstrated ability to work collaboratively with cross-functional teams.
