The Civil Engineering Manager – Infrastructure is responsible for leading, planning, and overseeing the execution of large-scale infrastructure projects, including roads, utilities, drainage, earthworks, and related civil works. The role ensures projects are delivered on time, within budget, and in compliance with technical specifications, safety standards, and local regulations.


Key Accountabilities
  • Lead and manage infrastructure projects from design review through construction and handover.
  • Oversee roads, utilities (water, sewer, stormwater), earthworks, and infrastructure networks.
  • Monitor project schedules, budgets, and resources to ensure timely and cost-effective delivery.
  • Coordinate with consultants, contractors, subcontractors, and government authorities.
  • Review and approve engineering designs, drawings, method statements, and technical submittals.
  • Ensure compliance with project specifications, international standards, and local authority requirements.
  • Resolve technical issues and provide engineering solutions during construction.
  • Ensure proper QA/QC implementation across all infrastructure works.
  • Support tendering, cost estimation, and value engineering initiatives.
  • Review variations, claims, and change orders with commercial teams.
  • Identify project risks and implement mitigation strategies.
  • Ensure full compliance with HSE policies and safety regulations on all sites.
  • Act as the main technical point of contact with clients and stakeholders.
Knowledge, Skills, and Experience

We Are Looking For:


  • Bachelor’s Degree in Civil Engineering (Master’s is a plus).
  • 10–15 years of experience in infrastructure projects.
  • Proven experience managing roads, utilities, drainage, and earthworks projects.
  • Strong knowledge of construction standards, codes, and local authority regulations.
  • Experience in GCC infrastructure projects is highly preferred.
  • Strong leadership, communication, and decision-making skills.
  • Proficient in project management and engineering software (AutoCAD, Primavera/MS Project preferred).
