About Payoneer

Founded in 2005, Payoneer is the global financial platform that removes friction from doing business across borders, with a mission to connect the world’s underserved businesses to a rising global economy. We’re a community with over 2,500 colleagues all over the world, working to serve customers, and partners in over 190 countries and territories.

By taking the complexity out of the financial workflows–including everything from global payments and compliance to multi-currency and workforce management, to providing working capital and business intelligence–we give businesses the tools they need to work efficiently worldwide and grow with confidence.

Location: London, UK
Hybrid
Full-time
 Role summary:

We are seeking a Licensing Program Manager to lead strategic, cross‑functional licensing programs that directly impact Payoneer’s long‑term growth and regulatory footprint. This role owns end‑to‑end program delivery across multiple domains and partners closely with senior stakeholders to ensure alignment, execution excellence, and regulatory readiness.

Sitting at the intersection of business, regulation, and technology, the Licensing Program Manager drives large‑scale initiatives across Legal, Compliance, Product, R&D, Finance, and GTM teams. This role requires strong leadership, structured program governance, and a data‑driven mindset to anticipate risks, manage dependencies, and ensure successful outcomes in a complex, global environment.

What you’ll do:
  • Own end‑to‑end planning and execution of strategic licensing programs spanning multiple teams and domains
  • Drive cross‑functional alignment across Legal, Compliance, Product, R&D, GTM, Finance, and other stakeholders toward shared objectives
  • Identify, assess, and mitigate cross‑company and external regulatory risks, constraints, and dependencies
  • Establish and maintain governance structures, reporting mechanisms, and tracking frameworks to ensure transparency at all levels, including executive leadership
  • Ensure licensing programs meet regulatory expectations while maintaining high standards of execution excellence
  • Leverage data and insights to identify trends, assess risk, anticipate challenges, and proactively resolve issues before they impact delivery
  • Drive measurable outcomes that support business growth, operational scalability, and long‑term product expansion

Who you are:
  • Bachelor’s degree or equivalent experience in business, technology, or a related field
  • 5+ years of experience managing cross‑functional programs or large‑scale initiatives in complex, global software environments, including at least 2 years in licensing or regulatory areas
  • Strong understanding of regulatory, technical, and business processes, with the ability to bridge gaps between diverse stakeholders
  • Proven experience in stakeholder management, with excellent communication and influencing skills
  • A collaborative team player who builds trust, fosters accountability, and drives collective success
  • Demonstrated ability to prioritize and deliver high‑impact, complex initiatives aligned with company goals and regulatory requirements
  • Experience with FinTech licensing projects, software development life cycles, Agile methodologies, and product management frameworks is a strong advantage
