Purpose of the Job


At Site level (including the D&IS Development Center):


  • Ensure S&OP (Sales & Operation Plan) process implementation and lead P&FMs (Planning & Forecast Meetings),
  • Ensure accurate workload production and capacity management visibility,
  • Support workload balance transformation initiatives,
  • Manage the Tender/Program/Project planning teams in order to ensure planning execution in line with businesses strategy,
  • Drive project & bid planning governance to ensure "On Time Delivery" and monitor respect of project management process with focus on contract management
  • Ensure the project management office supports SSM / Projects managers in the execution of project management at site level for:
  • Project assistant
  • Documentation management
  • Configuration and Change Management
  • Planning Management

Performance Measurement


  • Achievable and winning planning for tenders, with contractual milestones achievement and risks management related to planning execution
  • Performance of Projects deliveries (Gate Reviews GO on time, OTD milestones, TOP milestones, engineering deliverables, billing, cash) compared to baseline forecasts
  • Competencies of planning community in needed areas: technical planning skills, knowledge of the product lines and the métiers (projects/tenders, engineering, sourcing, industrial, supply chain) and soft skills as leadership and efficient communication
  • Improvement of planning process and planning culture deployment
  • Reliability of workload estimate and capacity management adequation
  • Planning process deployment, maturity assessment using the CMMI/IRIS/ APSYS checklists
  • Ensure On Time Delivery of the documents for all Project/Program/Bid
  • Ensure rigorous application of Configuration & Change Management processes, methods, and tools & Facilitate consistent and seamless process application across teams

Responsibilities


Tenders, Projects and Programs


  • Manage the Project Planning teams. Ensure Project adherence to the Customers contractual requirements. Ensure interface management from design to warranty
  • Provide planning resources for Bids, Projects and Programs
  • Responsible of achievable and winning planning for tenders, with main milestones and risks identified, with the support of the corresponding Platform
  • Ensure respect of contractual committed deliveries on time. Ensure the use of the standard Alstom scheduling tools with accurate data.
  • Ensure application of Alstom project planning management processes throughout projects (core team, WBS, Time, Contract ...)
  • Provide administrative and documentation support to Project Managers through the Project Assistant Team
  • Manage the project assistant team, ensuring that project/programs get the right support
  • Coordinate, manage and animate the Site documentation team (workload, resource, budget, competencies, trainings, etc..),
  • Manage the configuration and change management team, ensuring that CCM process is applied on site by securing application of standard processes, methods, tools, and supply adhoc resources to projects/programs

S&OP process :


  • Responsible of the Alstom S&OP execution: lead the monthly P&FM at management committee level, coordinate and ensure consolidation of the site workload from all métiers for projects and programs and prepare different scenarios for the coming 36 months according to Commercial and Industrial inputs
  • Manage and give visibility to the management on the associated internal capacity, capacity from receiver sites and external suppliers capacity

Consistency :


  • Ensure planning coherency between the different functions and throughout the project life, in particular the consistency and planning adequation between Program baseline releases, Project Engineering and Industrial including installation

 lmprovement :


  • Promote continuous improvement in all planning, documentation and CCM activities
  • Build/reinforce the Planning culture throughout the site
  • Contribute to the optimization of the project time to market


People :


  • Develop competencies of Planning, Project Assistants, documentation and CCM community and growth through business product lines and DC.
  • Prepare the Project Managers of tomorrow
  • Promote / encourage development of Project Assistants, extend support to all product lines of the site
